Job Overview: The ET Consultant role within the IFC's Public-Private Partnership Transactions Advisory department is crucial for supporting the implementation of advisory mandates aimed at enhancing access to basic infrastructure and social services through private investments. The consultant will be responsible for a variety of tasks, including preparing reports, engaging with clients, conducting financial modeling, drafting bidding Terms of Reference, and supervising consultants. This position is based in Bogota, Colombia, and focuses on supporting recently signed mandates in the region while also engaging in business development across the Andean Region and Southern Cone of Latin America, particularly in Bolivia, Chile, and Peru. The role requires a proactive approach to managing multiple projects simultaneously, with a specific emphasis on Mass Transit PPPs and Private Finance Initiatives in the education and health sectors.
Duties and Responsibilities: The duties of the ET Consultant include assisting the team in business development efforts, which encompass the preparation of proposals, marketing documents, and information memorandums. The consultant will work on multiple mandates concurrently, focusing on Mass Transit PPPs and school or hospital PFIs. Responsibilities also include conducting project scoping to assess the feasibility of potential projects, preparing and reviewing financial models, and managing project execution by preparing notes, minutes, presentations, and documentation for internal approval processes and clients. The consultant will coordinate project implementation with consultants, preparing their Terms of Reference, supervising the hiring process, and ensuring quality control of deliverables. Additionally, the consultant will prepare applications for project funding from donors and collaborate closely with other IFC departments, including environmental and social, legal, and advisory teams. The role also involves understanding the World Bank program for assigned countries and assessing opportunities for PPPs, along with performing other duties as requested by senior team members.
Required Qualifications: Candidates must possess an MBA or equivalent Master’s degree in Business, Finance, Economics, or a related field. They should have 5 to 10 years of relevant experience with a leading financial institution, specifically in PPP and/or PFI transaction advisory, project finance, mergers and acquisitions, privatization advisory, or private equity. A proven ability to develop financial models in project finance and strong analytical skills are essential. Candidates should have a solid understanding of PPPs and PFIs, including various structures for private participation in infrastructure service delivery. A strong track record of contractual and financial closings of infrastructure transactions, experience dealing with government clients and multiple stakeholders, and knowledge of sector trends and regulatory requirements will be advantageous. Demonstrated teamwork skills and the ability to operate in diverse, geographically dispersed teams are also required, along with the capacity to work under pressure and deliver high-quality work within tight deadlines. Excellent oral and written communication skills in both Spanish and English are mandatory.
