Job Overview: The consultant will play a crucial role in the development and finalization of the Health Workforce Management Blueprint 2026–203
This position involves technical writing, policy analysis, and coordination of inputs from various stakeholders. The consultant will collaborate closely with the Directorate of Health Workforce Planning to define the scope, structure, and policy directions of the Blueprint. Responsibilities include synthesizing evidence and analytical inputs, drafting key sections of the Blueprint, and facilitating consultations and validation meetings to incorporate stakeholder feedback. The consultant's work will contribute to a comprehensive reform roadmap aimed at enhancing health workforce management in Indonesia.
Duties and Responsibilities:
Support the development and refinement of the Health Workforce Management Blueprint 2026–2035, including vision, policy directions, and reform package.
Review relevant national policies, regulations, strategies, and international best practices related to health workforce management.
Synthesize analytical inputs (forecasting, costing, HLMA findings) into the Blueprint narrative.
Draft and revise key sections of the Blueprint, including policy framework, roadmap, and implementation considerations.
Integrate inputs from consultations, validation meetings, and technical discussions.
Contribute to the technical review and finalization of the Blueprint document.
Organize and document Blueprint-related meetings, consultations, and validation workshops.
Coordinate with relevant MoH units and stakeholders involved in Blueprint development.
Prepare meeting summaries, draft notes, and supporting materials related to the Blueprint process.
Required Qualifications: Essential qualifications include a first university degree (Bachelor’s level) in public health, health policy, health economics, health management, social sciences, or a related field. Desirable qualifications include a Master’s degree or higher in public health, health policy, health economics, health systems, or a related field. Candidates should have a minimum of one year of relevant professional experience in health workforce policy, health systems strengthening, or health planning, particularly in drafting national-level policy documents. A solid understanding of health workforce regulation and governance is also essential, along with demonstrated experience in quantitative and qualitative research methods.
Educational Background: Candidates must possess at least a Bachelor’s degree in a relevant field such as public health, health policy, health economics, health management, or social sciences. A Master’s degree or higher in these areas is preferred and considered desirable for this position.
Experience: The position requires a minimum of one year of relevant professional experience in health workforce policy, health systems strengthening, or health planning. Experience in drafting national-level policy documents, roadmaps, or strategic frameworks in the health sector is essential. Familiarity with health workforce management and its application for policy development is also important, along with proven experience working with the Ministry of Health of Indonesia.
Languages: Expert knowledge of written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.
Additional Notes: The consultancy is part-time at 40% and is expected to last from May 2026 to December 2026, with a remuneration rate of IDR 24,000,000 per month. The consultant may be required to undertake domestic travel for project-related activities, including workshops and stakeholder consultations, which will be arranged through the WHO Travel Request mechanism.
