Job Posting Organization:
The Ministry of Health (MOH) Indonesia is dedicated to enhancing health equity through the integration of disability inclusion into primary health care services. Job Overview:
The consultancy position focuses on coordinating and supporting the finalization of piloting guidelines for disability-inclusive primary health care. The consultant will facilitate stakeholder engagement, document key progress, prepare necessary instruments for piloting implementation, and create presentations and briefs related to disability inclusion at primary health centers. The role involves working closely with the MOH and WHO to ensure that the piloting process is effectively managed and that the guidelines are comprehensive and actionable. The consultant will also be responsible for disseminating the finalized guidelines and providing technical orientation to health offices and pilot sites, ensuring that all stakeholders are well-informed and prepared for implementation.

Duties and Responsibilities:
  • Finalization of piloting guideline and establishment of steering mechanism: Conduct technical consultations to draft and finalize the piloting guideline for disability-inclusive primary health care. Provide technical inputs to establish a steering committee to guide pilot implementation. Deliverables include a finalized guideline detailing operational workflows, a documented stakeholder consultation summary, and terms of reference for the steering mechanism.
  • Technical dissemination and orientation: Support the dissemination of the finalized piloting guideline to provincial and district health offices and relevant local institutions. Deliverables include dissemination materials and records of orientation sessions conducted.
  • Subnational Orientation Preparation: Consolidate materials for subnational orientation to prepare national trainers for capacity building during pilot implementation. Monitor and troubleshoot issues related to orientation activities. Deliverables include an orientation package, instruments for implementation, and a training report documenting sessions delivered and feedback received.

Required Qualifications:
Essential qualifications include a first university degree in Public Health, Nursing, Occupational/Physical/Speech Language Therapy, Psychology/Mental Health, Medicine, or a related field. Desirable qualifications include an advanced university degree (master’s level or higher) in the same fields. Candidates should have a minimum of 1 year of experience working with the MOH or other government agencies in areas related to disability, health service governance, and rehabilitation. Understanding of key policies and frameworks relevant to disability inclusion is essential, along with experience in project management and developing clinical pathways. Desirable experience includes a minimum of 3 years in technical areas relevant to disability inclusion and health service delivery, particularly in collaboration with government stakeholders.

Educational Background:
Candidates must possess at least a first university degree in relevant fields such as Public Health, Nursing, Occupational/Physical/Speech Language Therapy, Psychology/Mental Health, or Medicine. An advanced degree is preferred, as it demonstrates a higher level of expertise and knowledge in the field.

Experience:
The position requires a minimum of 1 year of relevant experience in the health sector, particularly in areas related to disability and health service governance. Candidates with a minimum of 3 years of experience in technical areas relevant to disability inclusion and health service delivery will be preferred. Experience working with WHO or other international health organizations is also desirable, as it indicates familiarity with global health standards and practices.

Languages:
Expert knowledge of written and spoken English is mandatory for this position. Proficiency in additional languages may be considered an asset, particularly if relevant to the local context or stakeholder engagement.

The consultancy is part-time (50%) with a remuneration rate of IDR 28,260,000 per month, and the contract duration is from June 2026 to August 202
  • The consultant will be required to undertake domestic travel for workshops, stakeholder consultations, and coordination meetings, with all travel requiring prior WHO approval.
