Job Overview: The Cash Expert roles are part of Mercy Corps' Alumni Talent Pool initiative, designed to support emergency response, transitions, and complex program start-ups by fast-tracking qualified Mercy Corps alumni into temporary positions. This program aims to match experienced alumni with urgent needs in various countries where Mercy Corps operates, providing them with opportunities for short-term placements averaging three months. The roles include responsibilities such as program management, technical oversight, and specialized support for cash, voucher, and in-kind assistance programs. The selected alumni will have the flexibility to manage their own time and availability, allowing them to accept or decline assignments based on their preferences. This initiative not only offers professional growth but also allows alumni to contribute to impactful humanitarian efforts in dynamic emergency contexts.
Duties and Responsibilities: The Cash Expert roles encompass a wide range of responsibilities, including but not limited to: leading or supporting the design, set-up, monitoring, and implementation of high-quality emergency cash, voucher, and in-kind assistance programs; providing program management and technical oversight for cash and voucher assistance (CVA) delivery; conducting assessments and distribution planning; ensuring compliance with Mercy Corps and donor standards; promoting program quality and accountability; coordinating with internal teams and external stakeholders; mentoring team members; representing Mercy Corps in various forums; and contributing to proposal development for emergency CVA programming. Additionally, safeguarding responsibilities include integrating Mercy Corps' Safeguarding Standards into all HR work, promoting a culture of openness and communication, and ensuring the dignity and well-being of participants and team members.
Required Qualifications: Candidates must possess a BA/S or equivalent in international studies, economics, or a related field, with an MA/S preferred. They should have 3-5 years of experience in international relief and development program management, specifically in emergency program management. Prior experience with Mercy Corps within the last four years is required, including at least one year of work experience with the organization. Candidates should demonstrate experience in distributions of cash, vouchers, and in-kind items in emergency settings, as well as a solid understanding of logistics, supply chain, and operational management related to these distributions. Strong program management skills, effective communication abilities, and experience working with diverse teams are essential. Candidates should also have experience with compliance and implementation of programs funded by major humanitarian donors such as USAID/BHA, FCDO, and ECHO.
Educational Background: The educational background required for this position includes a BA/S degree in international studies, economics, or a related field. A Master's degree is preferred, indicating a higher level of expertise and knowledge in relevant areas. The educational qualifications should align with the responsibilities of managing complex emergency programs and understanding the nuances of international development and humanitarian assistance.
Experience: The level of experience needed for this position includes 3-5 years of relevant work in international relief and development program management, particularly in emergency contexts.
