Job Overview:
The Tax Administration Advisor position at the IMF's Pacific Financial Technical Assistance Center (PFTAC) is a critical role aimed at enhancing the capacity of tax administrations in the Pacific region. The advisor will be responsible for overseeing the implementation of the IMF's regional tax capacity development (CD) program, which is tailored to meet the specific needs of PFTAC's member countries. This role requires close collaboration with various stakeholders, including member countries, PFTAC management, and the IMF's Fiscal Affairs Department (FAD). The advisor will assess the capacity development needs of tax authorities, develop and execute work plans, and facilitate capacity-building events such as workshops and training programs. The position demands a strategic approach to tax administration, focusing on modernization and reform strategies while leveraging technology to improve operations. The advisor will also provide direct support to member countries and coordinate with other donors and development partners to ensure cohesive efforts in tax administration reforms.

Duties and Responsibilities:
The duties and responsibilities of the Tax Administration Advisor include:
  • Establishing and nurturing relationships with tax authorities in member countries to assess their capacity development needs.
  • Developing, managing, and executing the capacity development work plan for each country in alignment with the PFTAC budget.
  • Organizing and facilitating capacity-building events, including workshops and training programs focused on tax administration.
  • Providing technical and logistical support to short-term tax administration experts visiting or working remotely with PFTAC countries.
  • Offering direct capacity development support to member countries while supporting FAD-led initiatives in the region.
  • Coordinating with other donors and development partners involved with PFTAC countries.
  • Regularly reporting on the progress of the tax administration work plan to diverse stakeholders, including PFTAC’s director and steering committee.
  • Ensuring integration with FAD’s other revenue capacity development initiatives under their technical supervision.

Required Qualifications:
Candidates must possess extensive knowledge and experience in senior management within tax administration, particularly with international exposure. Essential qualifications include:
  • Expertise in legislative and regulatory frameworks for both direct and indirect taxation.
  • Strong background in strategic planning and management within tax administration.
  • Proven experience in modernization and reform strategies for tax administration.
  • Ability to leverage information technology to enhance tax administration operations and management.
  • Comprehensive understanding of tax administration procedures and compliance risk management.
  • Familiarity with good international practices in taxpayer registration, filing and payment, taxpayer services, and audit and verification. Preference will be given to applicants with comprehensive experience in managing tax operations and familiarity with revenue collection challenges in the region or in other small developing fragile states.

Educational Background:
An advanced university degree or equivalent qualification relevant to professional work is required for this position. Candidates should have a strong academic background in fields related to economics, finance, public administration, or law, which are pertinent to tax administration and fiscal policy.

Experience:
The position requires at least four years of relevant professional experience, with preference given to candidates who have 10-12 years of professional experience within a tax administration context. Recent experience working with an international organization providing capacity development on good international practices in revenue administrative matters is highly desirable. Candidates should demonstrate strong organizational, planning, and project management skills to manage multiple priorities effectively.

Languages:
Fluency in English is mandatory, with strong oral and written communication skills. Candidates should possess excellent interpersonal skills and the ability to work collaboratively in a multicultural environment. Additional language skills may be advantageous but are not explicitly required.
