Job Overview: As the Head of Finance at Welthungerhilfe in the Democratic Republic of the Congo, you will play a crucial role in overseeing all financial and administrative processes within the organization. Your primary responsibility will be to implement financial management standards across various programs and projects, ensuring compliance with donor regulations and internal policies. This position requires a proactive approach to financial planning, monitoring, and reporting, contributing significantly to the overall success of WHH's humanitarian and development initiatives. You will work closely with local and international partners, fostering collaboration and capacity building among financial experts and project partners. Duties and Responsibilities:
Establish and maintain a comprehensive financial management system for the DRC program.
Ensure sound budget planning during the drafting of project proposals.
Control and supervise liquidity and spending planning for projects and internal fund requests.
Monitor and ensure proper planning of financial and other resources.
Conduct finance control of the country office budget and ensure strict follow-up on refinancing of budget positions under other projects.
Recruit, assign accounts, and induct new staff in financial/project administration.
Provide guidance and training to local and international financial experts and project partners to enhance their capacity in line with WHH policies.
Monitor and ensure the accurate and timely preparation of internal and external financial reports according to appropriate guidelines.
Conduct training sessions in field offices to uplift administrative compliance capacities. 1
Review partner agreements considering partner capacity and donor regulations. 1
Support the local HR Expert in implementing organizational standards.
Required Qualifications:
A relevant university or college degree with specialized knowledge in finance, accounting, or controlling.
At least 3 years of project-related professional experience in administering co-financed projects for international aid organizations, preferably in the region.
Excellent coordination and organizational skills, with the ability to work effectively under pressure.
Strong cooperation skills and the ability to work collaboratively in a team environment.
Excellent communication skills and broad intercultural competencies.
High mental and physical resilience, with a readiness to travel to areas with volatile local conditions.
A commitment to data-driven decision-making and inspiring teams to utilize analysis and evidence in their work. 1
Willingness to receive necessary vaccinations for working in project countries.
Educational Background: Candidates must possess a relevant university or college degree, ideally in finance, accounting, or controlling. This educational background is essential for understanding the complexities of financial management in an international aid context and for effectively overseeing the financial operations of the organization.
Experience: The position requires a minimum of 3 years of project-related professional experience, specifically in the administration of co-financed projects for international aid organizations. Candidates should have a proven track record of managing financial processes in a complex, multi-stakeholder environment, with experience in change management and restructuring being highly desirable. Familiarity with the specific challenges and dynamics of working in the Democratic Republic of the Congo or similar contexts will be an advantage.
Languages: Fluency in both spoken and written English and French is mandatory for this position. Proficiency in these languages is crucial for effective communication with diverse stakeholders, including local partners, international organizations, and team members. Additional language skills may be considered an asset but are not required.
Additional Notes: The position is set to be filled by June 15, 2026, with an initial contract duration until December 31, 2027, and there are promising prospects for an extension.
