Job Overview:
The position of National Consultant to Develop Policy Communication and Training Materials is a consultancy role aimed at creating essential communication and training materials for the draft National Waste Management Policy in Uganda. The consultant will be responsible for developing materials that effectively communicate the policy's objectives and guidelines to various stakeholders. This role requires a deep understanding of waste management issues in Uganda, as well as the ability to translate complex policy information into accessible formats. The consultant will work over a period of 10 working days, spread across one calendar month, to ensure that the materials are comprehensive, informative, and tailored to the needs of the target audience. The consultant will also engage with relevant stakeholders to gather insights and feedback that will inform the development of these materials, ensuring that they are practical and applicable in real-world scenarios.

Duties and Responsibilities:
The consultant will have several key responsibilities, including but not limited to:
  • Conducting a thorough review of the draft National Waste Management Policy to understand its objectives and key messages.
  • Engaging with stakeholders, including government officials, community leaders, and civil society organizations, to gather input and perspectives on the policy.
  • Developing clear and concise communication materials that outline the policy's goals, strategies, and implementation plans.
  • Creating training materials that can be used to educate stakeholders about the policy and its implications for waste management practices.
  • Ensuring that all materials are culturally relevant and accessible to the intended audience, considering language and literacy levels.
  • Providing recommendations for effective dissemination strategies to promote the policy and its associated materials.
  • Submitting drafts of the materials for review and incorporating feedback from UNDP and other stakeholders.
  • Finalizing all materials and ensuring they are ready for distribution by the end of the consultancy period.

Required Qualifications:
Candidates must possess a strong background in environmental policy, waste management, or a related field. They should have proven experience in developing communication and training materials, particularly in the context of public policy. Strong analytical skills and the ability to synthesize complex information into clear, actionable content are essential. Additionally, candidates should demonstrate excellent written and verbal communication skills, with a focus on engaging diverse audiences. Familiarity with the Ugandan context and experience working with governmental and non-governmental organizations will be advantageous. Candidates should also be proficient in using digital tools for content creation and dissemination.

Educational Background:
A minimum of a Master's degree in Environmental Science, Public Policy, Communication, or a related field is required. Candidates with a Bachelor's degree combined with significant relevant experience may also be considered. Specialized training or certifications in waste management or environmental communication will be an asset.

Experience:
The ideal candidate should have at least 5 years of professional experience in environmental policy development, communication, or training. Experience working with international organizations, particularly in consultancy roles, is highly desirable. Candidates should also have a track record of successfully developing and implementing communication strategies and training programs related to public policy.

Languages:
Fluency in English is mandatory, as all materials will be developed in English. Knowledge of local languages spoken in Uganda will be considered an asset, as it may enhance the effectiveness of communication with various stakeholders.

Additional Notes:
This consultancy is for a fixed duration of 10 working days, spread over one calendar month. The position is classified as an individual contractor role, and applicants must submit their proposals through the UNDP Quantum supplier portal.
