Job Overview:
The Programme Finance Associate plays a crucial role within the Programme Management Support Unit (PMSU) of the UNDP Nigeria Country Office. This position is designed to provide comprehensive financial management support to the PMSU, ensuring that the financial resources allocated to UNDP programmes are utilized effectively and in compliance with UNDP rules and regulations. The Associate will work closely with operations and programme teams, as well as UNDP Headquarters staff, to address programme-related issues and facilitate timely information delivery. The role involves sound planning and monitoring of financial resources, contributing to the review of financial documentation, and ensuring the accuracy and compliance of financial transactions. The Associate will also support the preparation of financial reports, assist in the coordination of assurance activities, and contribute to the overall financial performance monitoring of projects. This position is integral to maintaining high standards of operation and accountability within the Country Office, enabling it to respond effectively to the evolving development needs of Nigeria.

Duties and Responsibilities:
The Programme Finance Associate will be responsible for a wide range of duties, including but not limited to:
  • Providing financial management support to the PMSU, ensuring adherence to UNDP rules and regulations.
  • Reviewing Funds Authorization and Certificate of Expenditures (FACE) forms for cash requests and reporting, ensuring accuracy and compliance prior to fund disbursement.
  • Assisting in the preparation of weekly programme delivery reports at both Unit and Portfolio levels, including the utilization of donor cost-sharing and core resources.
  • Monitoring project financial performance and reporting discrepancies to the Programme Finance Analyst.
  • Supporting the preparation and coordination of Harmonized Approach to Cash Transfers (HACT) assurance activities, including micro-assessments and audits.
  • Monitoring revenue applications and ensuring proper allocation of funds to relevant budgets.
  • Contributing to the timely review of donor financial reports in collaboration with project teams.
  • Supporting programme teams in the operational and financial closure of projects.
  • Assisting in the preparation of the Country Office Annual Work Plan (AWP) and Integrated Work Plan (IWP) in line with Results-Based Management (RBM) principles. 1
  • Supporting the review of Letters of Agreement (LoAs) and Responsible Party Agreements (RPAs) with implementing partners. 1
  • Assisting in the development of programme briefs and donor engagement materials. 1
  • Organizing training sessions for staff on programme finance and RBM processes. 1
  • Contributing to knowledge sharing and participation in knowledge networks. 1
  • Carrying out additional responsibilities as assigned by the Head of PMSU or Management.

Required Qualifications:
Candidates must demonstrate a strong understanding of financial management principles and practices, particularly in the context of international development. They should possess excellent analytical skills, attention to detail, and the ability to work collaboratively in a team environment. Strong communication skills, both written and verbal, are essential, as is the ability to present complex information clearly and concisely. The ideal candidate should also exhibit integrity, cultural sensitivity, and a commitment to UNDP's values and mission. Familiarity with UNDP's operational policies and procedures is highly desirable, as is experience in financial reporting and monitoring.

Educational Background:
A bachelor's degree in finance, accounting, business administration, or a related field is required. A master's degree in a relevant discipline would be an advantage. Professional certifications in finance or accounting (such as CPA, ACCA, or equivalent) are also highly regarded and may enhance a candidate's qualifications for this position.

Experience:
Candidates should have a minimum of 2 years of relevant experience in financial management, accounting, or related fields. Experience working in a UN agency or similar international organization is preferred. Familiarity with Results-Based Management (RBM) and financial reporting processes is essential, as is experience in managing financial resources in a development context. The ability to work under pressure and adapt to changing circumstances is crucial for success in this role.

Languages:
Fluency in English is mandatory, as it is the working language of UNDP. Knowledge of additional languages, particularly those relevant to the local context, would be considered an asset and could enhance communication with local stakeholders and partners.

Additional Notes:
This position is classified as a national UN Volunteer assignment, which means that the selected candidate will be responsible for arranging their own housing and living essentials. The assignment will take place in Abuja, Nigeria, which is classified as a Hardship Classification C area. The cost of living in Abuja can be high, and the city presents unique challenges, including security" style="border-bottom: 1px dotted #007bff !important;">security concerns related to terrorism and general crime. UN staff members are advised to stay in UNDSS assessed accommodations. The role requires a mature level of cultural awareness and the ability to work in potentially hazardous conditions.
