Job Overview:
The Driver position at UNFPA is crucial for ensuring the safe and reliable transportation of personnel, officials, and authorized visitors within Kabul and other approved operational areas. The incumbent will be responsible for adhering to strict UN security" style="border-bottom: 1px dotted #007bff !important;">security protocols while navigating a high-risk security environment. The role requires a strong commitment to safety, discretion, and professionalism, as well as the ability to interact effectively with individuals from diverse backgrounds. The Driver will report directly to the Driver’s Dispatcher and will be expected to maintain a high standard of vehicle safety and compliance, ensuring that all driving practices align with UN security advisories. This position not only involves driving but also requires a proactive approach to vehicle maintenance and communication with security personnel.

Duties and Responsibilities:
The Driver will be responsible for a variety of tasks, including:
  • Providing reliable and safe driving services by operating UNFPA office vehicles for the transport of staff, officials, and authorized visitors in Kabul and other approved locations.
  • Ensuring strict compliance with UN security advisories, approved routes, and movement clearance procedures.
  • Meeting official personnel at airports and facilitating transport arrangements.
  • Delivering and collecting mail, documents, and supplies as required, ensuring timely arrival while maintaining defensive driving practices.
  • Ensuring vehicle safety and compliance by adhering to Security Risk Management (SRM) standards and Minimum Operating Security Standards (MOSS).
  • Maintaining constant communication with security focal points during movements and acting as the focal point for vehicle communication equipment.
  • Remaining updated on road conditions, security incidents, and operational advisories.
  • Ensuring all passengers adhere to safety procedures, including seat belt use.
  • Managing vehicle maintenance by maintaining accurate daily vehicle logs and mileage records, conducting daily routine vehicle inspections, performing minor repairs, and coordinating major repairs with the Operations Unit. 1
  • Assisting with administrative support tasks when required, supporting the secure transport of sensitive materials, and acting as a translator in the local language when necessary. 1
  • Ensuring appropriate action is taken in case of an accident in line with UN procedures and performing other tasks as assigned by the Security Specialist or supervisor.

Required Qualifications:
The position requires the following qualifications:
  • A valid Afghan driver’s license is mandatory.
  • A minimum of two years of work experience as a Driver with an international organization, embassy, or UN agency, demonstrating a safe driving record.
  • Proven knowledge of local roads, routes, and security conditions in Kabul and other cities and provinces of Afghanistan is essential.
  • Strong defensive driving skills and basic skills in minor vehicle repairs and maintenance are required.
  • Familiarity with UN security procedures is considered an asset, and experience operating and driving in humanitarian or high-risk environments is desirable.

Educational Background:
Candidates must have completed Secondary Level Education. This educational background is essential to ensure that the Driver possesses the necessary knowledge and skills to perform the duties effectively and safely.

Experience:
The ideal candidate should have a minimum of two years of relevant work experience as a Driver, particularly with international organizations, embassies, or UN agencies. This experience should include a proven safe driving record and familiarity with the local driving environment, including knowledge of security conditions and road networks in Kabul and surrounding areas.

Languages:
Fluency in Dari and/or Pashto is required for effective communication in the local context. Additionally, a basic knowledge of English is necessary to facilitate communication with international staff and officials. Knowledge of other local dialects relevant to UNFPA target states and regions is considered an asset.
