Job Overview: The purpose of hiring an Individual Consultant as an Information ManagementAnalyst (PSEAH) in Kabul is to support the finalization, operationalization, and sustained use of the Sexual Exploitation and Abuse Risk Overview (SEARO) tool in Afghanistan. The Analyst will report directly to the PSEAH Specialist and Network Coordinator, providing strategic direction and operational oversight. The role involves close collaboration with the surge Information Management Specialist for PSEAH during the initial phase, ensuring structured knowledge transfer and on-the-job learning. The Analyst will support the integration of SEARO into UNFPA programming and inter-agency coordination mechanisms, ensuring that SEAH risk analysis is evidence-based and comparable across provinces. The Analyst will progressively take over the management and application of SEARO, participating in the refinement and operational use of the tool while contributing to the development of a structured SEARO handover package. The overall aim is to institutionalize SEAH risk analysis in Afghanistan, ensuring it is locally owned and systematically used to strengthen safeguarding outcomes for program participants and frontline staff.
Duties and Responsibilities: Under the supervision of the PSEAH Specialist and Network Coordinator, the Information Management Analyst will work closely with the surge Information Management Specialist, UNFPA units, implementing partners, and inter-agency counterparts to support the finalization, operationalization, and handover of SEARO. Key responsibilities include:
SEARO Management, Operationalization, and Handover: Support operational management, refinement, and rollout of the SEARO risk index, participate in the development and validation of methodologies, indicators, and data integration processes, maintain SEARO datasets, and produce regular SEAH risk analysis outputs.
Information Management and Data Systems: Establish and maintain data systems and tools for SEARO, strengthen data quality and consistency, and ensure adherence to data protection standards.
UNFPA Internal Support: Assist UNFPA units in utilizing SEARO findings for design" style="border-bottom: 1px dotted #007bff !important;">program design and risk mitigation, and provide technical inputs for internal reports and presentations.
Inter-Agency Coordination: Contribute SEARO-based analysis to inter-agency coordination, participate in meetings and joint initiatives, and collaborate with other coordination mechanisms.
Capacity Building and Handover Support: Engage in on-the-job learning, support training initiatives for UNFPA staff and partners, and provide technical guidance to promote understanding of SEARO outputs.
Support: Provide logistical and administrative support for trainings and workshops, and assist in documentation and knowledge management related to SEARO and PSEAH.
Monitoring and Progress Control: Report directly to the UNFPA PSEAH Specialist and Network Coordinator, with performance monitored based on timely delivery of tasks, quality of outputs, and ability to assume responsibility for SEARO management.
Required Qualifications: The position requires a Master’s degree in information management, statistics, computer science, or a related field; or a Bachelor’s degree in the same fields with at least two years of relevant professional experience. Candidates should have experience in data management, information management, reporting, or program support, preferably in humanitarian or development contexts. Familiarity with data collection, basic analysis, and reporting tools such as Excel is required, while knowledge of Power BI or similar visualization tools is an asset. Experience with humanitarian coordination mechanisms, UN processes, and working with implementing partners is advantageous. Candidates should demonstrate familiarity with UNFPA’s mandate and program areas, including sexual and reproductive health and rights, gender equality, and safeguarding/PSEAH. Exposure to Protection from Sexual Exploitation and Abuse (PSEA) is desirable, along with experience supporting information management systems and strong communication skills.
Educational Background: Candidates must possess a Master’s degree in information management, statistics, computer science, or a related field. Alternatively, a Bachelor’s degree in the same fields is acceptable if accompanied by at least two years of relevant professional experience. This educational background is essential to ensure the Analyst has the necessary skills and knowledge to effectively manage and analyze data related to SEAH risk analysis.
Experience: The position requires candidates to have relevant professional experience in data management, information management, reporting, or program support, ideally within humanitarian or development contexts. Candidates should have practical experience working with data collection, basic analysis, and reporting, including proficiency in tools such as Excel. Additional Notes: The consultancy is based in Kabul and is expected to engage across regions. The position is full-time, and the consultant is expected to provide all necessary equipment to complete the assignment, including a computer, software, and phone.
