Job Overview:
The Program Manager for hulo plays a pivotal role in managing and optimizing project strategies and objectives within the humanitarian context of Afghanistan. This position involves mobilizing a wide network of humanitarian organizations, ensuring financial visibility, fostering team cohesion, and supporting the operations of Handicap International. The Program Manager will report to the Operations Manager and work closely with the hulo Roving Joint Initiatives Specialist and the Hulo Operations Director. The role is crucial for ensuring compliance with HI's policies and donor requirements while implementing a project that aims to enhance collaboration and resource sharing among humanitarian organizations in the region. The position is set for a duration of 10 months, starting from August 2026, and is based in Kabul.

Duties and Responsibilities:
The Program Manager will be responsible for several key areas: 1) Development and Implementation of Strategy: This includes implementing a project pooling strategy that aligns with the humanitarian context in Afghanistan, analyzing needs and obstacles to joint initiatives, identifying potential pooled initiatives, and collaborating with the country team to initiate partnerships. 2) Stakeholder Representation and Engagement: The Program Manager will establish and maintain relationships with national representatives, logistics focal points, and other stakeholders, ensuring their commitment to the project. This involves preparing and leading promotional meetings to present the cooperative's mandate and activities. 3) Implementation, Monitoring, and Capitalization of Operations: The role requires identifying operational modalities for shared initiatives, managing their implementation, and producing documentation that captures lessons learned. 4) Financial/Budget and HR Management: The Program Manager will manage project expenses, validate expense allocations, control project costs, and supervise related personnel.

Required Qualifications:
Candidates must hold a degree in Supply Chain Management, Logistics, Business Administration, Project Management, or a related field. Additionally, they should have over 5 years of progressive experience in supply chain, logistics, or operations management within NGOs, with expertise in procurement, logistics coordination, and compliance with donor regulations and humanitarian standards. The role requires strong strategic leadership skills, the ability to motivate and guide diverse entities, and excellent negotiation and communication abilities. Candidates should also possess skills in community animation, organization, planning, stakeholder engagement, and emotional intelligence.

Educational Background:
A degree in Supply Chain Management, Logistics, Business Administration, Project Management, or a related discipline is required for this position. This educational background provides the necessary foundation for understanding the complexities of humanitarian logistics and project management.

Experience:
The position requires a minimum of 5 years of progressive experience in supply chain, logistics, or operations management within non-governmental organizations (NGOs). Candidates should have a proven track record in procurement, logistics coordination, and ensuring compliance with donor regulations and humanitarian standards. Experience in managing humanitarian programs and leading diverse teams is essential.

Languages:
Fluency in English is mandatory for this position. Knowledge of additional languages relevant to the region or humanitarian context would be considered an asset, enhancing communication with diverse stakeholders and partners.

Additional Notes:
This is a 10-month international contract starting from August 2026, based in Kabul. The contract includes social coverage adapted to the individual's situation, such as unemployment insurance benefits for EU nationals, a pension scheme, and medical coverage with a 50% employee contribution. The salary starts at €2860 gross per month, depending on experience, with additional benefits including a net monthly per diem of €622, a hardship allowance of €500 net per month, and 25 paid leave days per year. The position is unaccompanied, with collective housing provided by HI. For residents in the country, a local package will be offered.
