Job Overview:
The position of Partnerships, Communications and Reporting Consultant is based in the Afghanistan Country Office, where the incumbent will be an integral part of the Partnerships, Communications, and Reporting team. Reporting directly to the Head of Partnerships, Communications and Reporting, the consultant will be responsible for coordinating a wide range of partnership activities, conducting analytical work, and performing research. The role requires engagement with various internal stakeholders and external entities, including public and private sectors, to enhance WFP's positioning and attract support for its initiatives in Afghanistan. The consultant will play a crucial role in advancing the Sustainable Development Goals (SDGs) and the Zero Hunger initiative, ensuring that WFP's contributions are effectively communicated and recognized.

Duties and Responsibilities:
The incumbent will be tasked with implementing the work plan for assigned areas to help WFP identify, develop, and strengthen quality partnerships that align with its strategic objectives. Key responsibilities include:
  • Proactively managing a partnerships portfolio, conducting partner profiling and outreach activities to maximize resources and leverage policy support for WFP’s work.
  • Utilizing data to present well-researched ideas to expand support from existing partners and identify new partnership opportunities.
  • Collating and disseminating political and humanitarian analyses relevant to WFP’s operations and donor policies.
  • Soliciting operational updates from WFP entities to inform partners about WFP’s programmatic offerings.
  • Drafting quality briefs and highlighting strategic issues to senior staff to foster partnership growth.
  • Gathering and presenting internal and external data to support WFP’s positioning with national governments and international institutions.
  • Contributing to the development of partnerships strategies and resource mobilization strategies, including drafting proposals and reports.
  • Providing technical recommendations for preparedness actions and monitoring defined risks.
  • Performing other related tasks as required.

Required Qualifications:
Candidates must possess strong skills in drafting proposals and reports, with a focus on structuring documents and editing for clarity and coherence. A solid understanding of partnership opportunities and resource mobilization processes is essential. The role requires excellent written and oral communication skills, including the ability to conduct substantive analysis and produce external communication materials. Familiarity with information management best practices and the ability to develop multi-stakeholder partnerships are also required. The consultant should demonstrate strong interpersonal skills, a diplomatic approach, and the ability to foster healthy working relationships across functional units. A commitment to a gender-balanced and inclusive work environment is essential.

Educational Background:
The minimum educational requirement for this position is an advanced university degree in Political Science, Economics, Statistics, Information Management, Journalism, Business Management, Social Sciences, or a related field. Alternatively, a first university degree combined with additional years of relevant work experience may be considered sufficient.

Experience:
Candidates should have a minimum of five years of relevant postgraduate professional-level work experience in areas such as partnerships, fundraising, advocacy, communications, marketing, or strategy development. Experience in building and managing partnerships, including developing proposals and soliciting input for reports, is crucial. The role also requires experience in producing visibility plans and crafting joint strategies with various stakeholders.

Languages:
Fluency in both oral and written English is mandatory. Proficiency in another UN language is considered an asset and may enhance a candidate's profile.

This position is offered as a consultant contract for a duration of 11 months. The role is based in Kabul, Afghanistan, and is expected to be full-time.
