Job Overview: The position of Technical Consultant for HCFC Phase-Out Management Plan involves delivering comprehensive project documents for the HCFC Phase-Out Management Plan (HPMP) for Qatar and Syria. The consultant will be responsible for developing overarching strategies that align with the Montreal Protocol obligations of both countries while considering their unique national circumstances. The role requires providing policy recommendations aimed at strengthening regulatory enforcement, improving refrigerant management, and promoting the adoption of ozone-friendly and low-global warming potential (GWP) alternative technologies. The consultant will also facilitate stakeholder consultations, guide data collection and verification processes, and propose technical interventions to support the transition to sustainable cooling solutions. The expected duration of the consultancy is six months, and the work will be home-based, allowing for flexibility in execution while ensuring that the deliverables meet the requirements set by the Multilateral Fund Secretariat.
Duties and Responsibilities: The consultant will work under the direct supervision of the Montreal Protocol Regional Coordinator for West Asia and will be tasked with several key responsibilities. These include:
Delivering overarching HCFC phase-out strategies for Qatar and Syria to support compliance with the Montreal Protocol and their respective phase-out schedules.
Providing policy recommendations that enhance regulatory enforcement and promote the adoption of alternative, ozone-friendly, and low-GWP technologies.
Offering technical and policy inputs while facilitating planned stakeholder consultation meetings in both countries to gather insights and feedback.
Guiding proper data collection and verification processes as part of the HPMP preparation, ensuring that the data is accurate and reliable.
Proposing technical interventions that facilitate the transition to low-GWP, ozone-friendly refrigerants in priority sectors, particularly in the refrigeration and air conditioning (RAC) servicing sector.
Preparing an implementation roadmap and action plan that outlines timelines, responsibilities, and funding needs for each country's HPMP.
Preparing complete draft and final HPMP Stage III (Qatar) and HPMP Stage II (Syria) project documents in compliance with Multilateral Fund requirements, ensuring that all documentation is thorough and meets the necessary standards for submission.
Required Qualifications: The position requires several qualifications and skills, including:
An advanced university degree (master’s or equivalent) in Mechanical, Chemical, Environmental, or Energy Engineering, or a related field.
A first-level university degree may be accepted in lieu of an advanced degree, provided the candidate has two additional years of qualifying experience.
A minimum of 7 years of experience in ozone-depleting substances (ODS) phase-out and the development of related projects and strategies.
Strong knowledge of the working procedures and policies of the Multilateral Fund (MLF) under the Montreal Protocol, particularly regarding the theoretical, practical, and environmental aspects of phasing out ODSs.
Experience in preparing project documents for the MLF of the Montreal Protocol, especially HPMP projects.
Extensive experience in ODS phase-out strategies, regulatory frameworks, and technical interventions for sustainable cooling solutions.
Excellent analytical skills to review and integrate stakeholder feedback, including from the Multilateral Fund Secretariat.
Strong report writing and data analysis skills, including proficiency in Excel and other relevant software.
Experience working with UN agencies or international organizations is considered an asset.
