Job Overview: The Cash-Based Transfer Assistant position is crucial for the implementation of cash-based transfer programs aimed at supporting displacement-affected communities in Somalia. The role involves working closely with local authorities and beneficiaries to ensure effective delivery of cash assistance. The assistant will be responsible for beneficiary mobilization, managing registration equipment, conducting manual registrations, and validating beneficiary data. The position requires a proactive approach to sensitizing beneficiaries about their entitlements and the processes involved in receiving cash assistance. The assistant will also collect data and contribute to reports that inform decision-making by stakeholders. This role is vital in ensuring that the cash assistance programs are effectively reaching those in need and addressing the immediate security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security challenges faced by displaced communities.
Duties and Responsibilities:
Conduct beneficiary mobilization in all target villages to ensure effective outreach and engagement with the community.
Assist in the management and maintenance of SCOPE registration equipment, including cards, computers, phones, and mPOS devices.
Conduct manual registration of beneficiaries, ensuring that accurate and complete information is captured.
Undertake full family registration of all beneficiaries, including alternate family members, using a biometric registration system.
Validate beneficiary data in SCOPE, updating records to ensure household information is current.
Sensitize beneficiaries on the cash value entitlements they will receive monthly, including duration and methods of cash assistance redemption.
Provide reports and feedback on beneficiary management, identifying gaps and challenges during the registration process.
Collect data and contribute to the preparation of reports on SCOPE-related issues, providing information for better decision-making by stakeholders.
Assist protection risk survivors and advise them via existing referral pathways. 1
Disseminate project visibility materials and establish accessible Complaint & Response Mechanisms in target sites, guiding beneficiaries on how to address their concerns. 1
Perform other functions as requested by the immediate supervisor to support the overall objectives of the program.
Required Qualifications: The ideal candidate for the Cash-Based Transfer Assistant position should possess a university degree in Information and Communication Technology (ICT), Monitoring and Evaluation (M&E), or a relevant field. A minimum of one year of experience in biometric registration processes is required, along with the ability to troubleshoot and provide basic maintenance for related equipment. Strong communication skills are essential, as the candidate will need to build trust and navigate relationships with various stakeholders. The candidate should also demonstrate a positive attitude and a commitment to the values of NRC.
Educational Background: Candidates must have a university degree in a relevant field such as Information and Communication Technology (ICT) or Monitoring and Evaluation (M&E). This educational background is essential for understanding the technical aspects of biometric registration and data management required for the role.
Experience: Candidates should have at least one year of relevant experience in biometric registration processes. Experience working in specific locations such as Abudwak, Herale, and Balanbal in Somalia is highly desirable. The candidate should be familiar with the challenges and dynamics of working in humanitarian settings, particularly in relation to cash-based assistance programs.
Languages: Fluency in both English and Somali, both written and verbal, is mandatory for this position. Proficiency in these languages is crucial for effective communication with beneficiaries and stakeholders, ensuring that information is conveyed accurately and clearly.
Additional Notes: The contract period for this position is initially set for two months, with the possibility of extension based on needs. The salary and benefits will be in accordance with NRC’s salary scale and terms and conditions. Frequent travel to surrounding project areas is expected as part of the role.
