Job Overview:
The Monitoring and Evaluation Specialist will play a crucial role in supporting the Ministry of Human Rights (MoHR) in Pakistan, particularly under the Huqooq-e-Pakistan II project. This position involves the establishment of comprehensive monitoring and evaluation frameworks to track project progress and outcomes, ensuring alignment with human rights indicators. The incumbent will be responsible for developing systems for data collection and analysis, establishing key performance indicators, and ensuring that M&E processes are inclusive and sensitive to gender and human rights. The role also includes monitoring project activities, preparing reports, and providing technical support to project teams to enhance decision-making and adaptive management strategies. The overall aim is to ensure effective implementation of human rights laws and policies in Pakistan, contributing to the empowerment of local communities and vulnerable populations.

Duties and Responsibilities:
The duties and responsibilities of the Monitoring and Evaluation Specialist include:
  • Establishing Monitoring and Evaluation Frameworks: Designing and implementing a comprehensive M&E framework to track project progress, outcomes, and impacts; developing a robust system for data collection and analysis; establishing key performance indicators and benchmarks; collaborating with project staff to integrate M&E into planning and delivery processes; ensuring inclusive M&E processes.
  • Monitoring and Evaluation of Activities: Monitoring the timely delivery of project activities; developing tools for data collection; ensuring compliance with M&E protocols; preparing and submitting regular M&E reports; liaising with UNDP Pakistan for related activities; recommending corrective actions based on evaluation findings.
  • Training and Capacity Building Support: Providing technical support to project teams; designing and delivering training sessions on M&E tools; developing training materials; supporting capacity-building programs for government partners.
  • Programmatic Learning Support and Coordination: Establishing a culture of learning within the project; conducting regular learning reviews; facilitating feedback loops; collaborating with communications specialists to translate M&E findings into impactful stories and reports; maintaining a repository of programmatic learning resources.

Required Qualifications:
The required qualifications for the Monitoring and Evaluation Specialist position include a strong background in monitoring and evaluation methodologies, experience in human rights programming, and familiarity with data collection and analysis techniques. The candidate should possess excellent analytical skills, the ability to work collaboratively with diverse stakeholders, and a commitment to promoting human rights and gender equality. Strong communication skills, both written and verbal, are essential for preparing reports and facilitating training sessions.

Educational Background:
A relevant educational background is required for this position, typically including a degree in social sciences, development studies, human rights, or a related field. Advanced degrees or specialized training in monitoring and evaluation, project management, or human rights law would be advantageous.

Experience:
Candidates should have a minimum of 3-5 years of professional experience in monitoring and evaluation, preferably within the context of human rights or development projects. Experience working with government entities, civil society organizations, or international development agencies is highly desirable. Familiarity with the socio-political context of Pakistan and previous experience in capacity building and training are also beneficial.

Languages:
Fluency in English is mandatory, as all reporting and documentation will be conducted in English. Proficiency in Urdu or other local languages would be considered an asset, as it would facilitate communication with local stakeholders and communities.

Additional Notes:
This is a national UNV assignment, and the incumbent will be responsible for arranging their own housing and living essentials. The UN Volunteer will receive a Volunteer Living Allowance (VLA) of PKR 183,920 monthly to cover housing, utilities, and living expenses. The position includes life health and permanent disability insurance, health insurance for up to three dependents, and a resettlement allowance for satisfactory service. The assignment is based in Islamabad, Pakistan.
