Job Overview: The Program Implementation Specialist will play a crucial role in supporting the Ministry of Human Rights (MoHR) in Islamabad, focusing on the implementation, monitoring, and reporting of the Huqooq-e-Pakistan II project. This position involves collaborating with various stakeholders to enhance human rights governance at both national and sub-national levels. The incumbent will assist in project planning, execution, and stakeholder engagement, ensuring that activities align with the overarching goals of promoting and protecting human rights in Pakistan. The role requires a proactive approach to project management, including tracking progress, preparing reports, and conducting research to inform policy discussions.
Duties and Responsibilities: The incumbent will be responsible for a wide range of duties, including: supporting project planning and execution at federal and provincial levels; preparing detailed work plans and activity calendars; conducting stakeholder mapping; providing operational support for trainings and public events; tracking activity-level progress and identifying delays; drafting reports and summaries for donor and internal reporting; conducting background research on human rights issues; compiling documentation on human rights commitments; and contributing to policy dialogues and consultations. The role also involves monitoring implementation activities, identifying risks, and maintaining a risk tracking log to ensure effective project management.
Required Qualifications: Candidates must possess strong organizational and analytical skills, with the ability to manage multiple tasks effectively. Proficiency in project management and stakeholder engagement is essential. The role requires excellent written and verbal communication skills, as well as the ability to work collaboratively in a team environment. Familiarity with human rights issues and legal frameworks in Pakistan is highly desirable, along with a commitment to promoting human rights and social justice.
Educational Background: A bachelor's degree in social sciences, law, international relations, or a related field is required. A master's degree in a relevant discipline would be an advantage. Candidates should have a solid understanding of human rights principles and governance frameworks, as well as experience in project management and implementation.
Experience: The position requires a minimum of 2-3 years of relevant experience in project management, preferably within the context of human rights, governance, or development sectors. Experience working with government institutions, civil society organizations, or international agencies is highly valued. Candidates should demonstrate a track record of successfully implementing projects and engaging with diverse stakeholders.
Languages: Fluency in English is mandatory, both written and spoken. Proficiency in Urdu or other local languages is considered an asset, as it will facilitate communication with local stakeholders and communities.
Additional Notes: This is a national UNV assignment, and the selected candidate will be responsible for arranging their own housing and living essentials. A Volunteer Living Allowance (VLA) of PKR 183,920 will be provided monthly to cover living expenses. The assignment includes life health and permanent disability insurance, health insurance for up to three dependents, and a resettlement allowance for satisfactory service. The position is full-time and requires a commitment to the objectives of the UNDP and the promotion of human rights in Pakistan.
