Job Overview: The Communications Specialist position is part of the UNDP Pakistan’s Decentralization, Human Rights and Local Governance (DHL) project, which aims to strengthen rights-based governance in Pakistan. The incumbent will be stationed at the Ministry of Human Rights (MoHR) in Islamabad and will play a crucial role in supporting the Ministry's communications, outreach, and advocacy efforts under the Huqooq–e–Pakistan II project. This role involves developing and implementing a comprehensive communication strategy that aligns with the project’s objectives and human rights principles. The Communications Specialist will assess the context, identify communication gaps, and design targeted messaging strategies for various stakeholders, including government, civil society organizations, and the media. The position requires collaboration with project teams to ensure effective communication and visibility of the project’s achievements and impact.
Duties and Responsibilities: The key responsibilities of the Communications Specialist include:
Developing a comprehensive communication strategy that aligns with the project’s goals and human rights principles.
Conducting stakeholder mapping and audience segmentation to identify communication gaps and opportunities.
Designing targeted messaging strategies for different stakeholder groups to promote the project’s impact.
Collaborating with the Project Coordination Expert to ensure the communication strategy reflects the project’s goals and timelines.
Conducting media and stakeholder landscape analysis to enhance the project’s visibility.
Establishing metrics to evaluate the effectiveness of the communication strategy.
Implementing the communication strategy across various platforms to ensure consistent messaging.
Overseeing the production of key communication materials, including press releases and social media content.
Managing media outreach and monitoring media coverage. 1
Supporting the organization of public events and workshops to maximize stakeholder participation. 1
Tracking and reporting on the performance of communication efforts. 1
Developing case studies and success stories to showcase the project’s impact. 1

Required Qualifications: The ideal candidate for the Communications Specialist position should possess strong communication skills, both written and verbal, with the ability to tailor messages for diverse audiences. They should have experience in developing communication strategies and materials, as well as a solid understanding of human rights issues and governance. The candidate should demonstrate creativity and adaptability in their approach to communication, along with strong organizational and planning skills. Professionalism and self-management are essential, as the role requires working independently and collaboratively with various stakeholders.
Educational Background: A bachelor’s degree in communications, public relations, social sciences, or a related field is required. A master’s degree in a relevant discipline would be an advantage. The candidate should have a strong academic background that supports their understanding of development issues, human rights, and governance.
Experience: The position requires a minimum of 3 years of professional experience in communications, public relations, or a related field. Experience working with international organizations, government agencies, or civil society organizations is highly desirable. The candidate should have a proven track record of developing and implementing successful communication strategies and campaigns, as well as experience in media relations and stakeholder engagement.
Languages: Fluency in English is mandatory, both written and spoken. Knowledge of Urdu or other local languages would be an asset, as it would facilitate communication with local stakeholders and communities.
Additional Notes: This is a national UNV assignment, and the UN Volunteer will be responsible for arranging their own housing and living essentials. A Volunteer Living Allowance (VLA) of PKR 183,920 is provided monthly to cover housing, utilities, and living expenses. The assignment includes life health and permanent disability insurance, health insurance for up to 3 dependents, and a resettlement allowance for satisfactory service. The position is full-time and requires the incumbent to work closely with various stakeholders to achieve the project’s objectives.
