Job Overview: The National Consultant will play a crucial role in updating the web-based system and developing an Android version of the Indonesia Minimum Initial Service Package (MISP) Calculator for Reproductive Health. This tool is designed to assist health officials and humanitarian managers in determining affected population demographics, thereby facilitating data-driven advocacy, fundraising, and programming based on the latest national data. The consultant will work closely with the Programme Analyst and Programme Specialist, Population and Development, to ensure that the updated calculator meets the needs of its users and aligns with global standards. The consultant's work will involve reviewing existing systems, integrating updated data sources, upgrading features based on user feedback, and developing a user-friendly Android application. The ultimate goal is to create a comprehensive digital platform that enhances the capacity of health officials to respond effectively to reproductive health needs in humanitarian contexts.
Duties and Responsibilities: The consultant will be responsible for a variety of tasks, including but not limited to:
Reviewing the existing web-based Indonesia MISP Calculator to identify and integrate updated data sources, focusing on vulnerable populations such as Persons with Disabilities (PWD).
Upgrading features of the existing web-based MISP-RH calculator based on user feedback and developing an offline Android application with an interactive data visualization dashboard.
Defining user requirements through consultations with stakeholders, including the RH Sub-Cluster and Ministry of Health (MoH).
Creating technical blueprints, including use case diagrams and data flow diagrams.
Implementing local data storage for the Android app to allow offline calculations.
Building dynamic charts and maps for data visualization.
Managing deployment to the MoH server, ensuring compliance with data security" style="border-bottom: 1px dotted #007bff !important;">security protocols.
Facilitating structured feedback sessions with health offices and conducting comprehensive technical training for system administrators and end-users. 1
Documenting the system development process and providing a user manual for both administrative and front-end users.
Required Qualifications: Candidates must possess a Master's degree in Computer Science, Software Engineering, Data Science, Information Systems, or a related field. Additionally, a minimum of five years of professional experience in software development is required. Candidates should have strong knowledge and skills in various programming languages, including PHP, JSP, AJAX, Python, C, MATLAB, CodeIgniter, and NodeJS. Familiarity with database management systems such as MySQL and PostgreSQL is essential. Experience in networking systems is also required. Candidates should demonstrate competencies in working within humanitarian, disaster data, reproductive health, and public health contexts, as well as experience collaborating with government agencies, particularly the Ministry of Health and the National Disaster Management Agency.
Educational Background: A Master's degree in Computer Science, Software Engineering, Data Science, Information Systems, or a related field is required for this position. This educational background ensures that the consultant has the necessary technical knowledge and skills to effectively update and develop the MISP Calculator systems.
Experience: The consultant must have at least five years of professional experience in software development. This experience should include a strong understanding of programming languages and database management systems, as well as familiarity with humanitarian and public health contexts. Previous work with government agencies, particularly in the health sector, is highly desirable.
Languages: Fluency in both English and Bahasa Indonesia is required for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the successful implementation of the MISP Calculator systems.
Additional Notes: The consultancy is expected to last for 50 workdays over approximately four months, with system maintenance required for six months following the project's completion. The final product is anticipated to be available by the end of July 202
The consultant will be responsible for delivering the complete, unencrypted source code and comprehensive technical documentation to the Ministry of Health. While the consultant will cover development-related costs during the initial build, the Ministry of Health will assume responsibility for hosting and maintenance costs once the system is implemented. A mandatory warranty or technical support period of at least six months will be provided at no additional cost following the launch. The consultant will work from a home-based location and will be required to deliver various outputs, including a digital platform comprising both web-based and Android-based MISP-RH calculators, user manuals, and training materials.
