Job Overview:
The Facilities Management Specialist position is a critical role within the Institutional Services Division of the Corporate Services Department at ADB. This position is strategically located at the Bangladesh Resident Mission in Dhaka and involves providing technical operational support for facilities, engineering, and real estate functions across the Bangladesh Resident Mission and selected field offices in the South Asia region. The specialist will ensure that infrastructure and services are reliable, compliant, and cost-effective, overseeing building operations, emergency readiness, regulatory compliance, sustainability certifications, and long-term infrastructure planning. The role requires managing service providers and contractors to ensure safety and service quality while guiding financial stewardship through budgeting, procurement, and contract oversight. The Facilities Management Specialist will also promote a safety culture by implementing risk mitigation measures and ensuring the health and safety of all personnel involved in facilities management.

Duties and Responsibilities:
The Facilities Management Specialist will be responsible for a variety of tasks, including but not limited to:
  • Engineering and Building Operations and Maintenance: Communicating with the Field Office Support (FOS) team to plan upgrades for facilities and engineering equipment, ensuring compliance with government regulations and health and safety requirements. Overseeing routine inspections, preventive and corrective maintenance schedules, and emergency response procedures to minimize disruptions. Ensuring seamless operation of essential building services and being available during emergencies. Implementing Business Continuity programs during crises. Managing outsourced building maintenance and facility management teams.
  • Building, Grounds, Landscape, Janitorial, Integrated Pest and Waste Disposal Services: Ensuring prompt attention to building service requests and overseeing service provider work programs. Verifying service contract outcomes and reviewing contracts for cost efficiency.
  • Supporting FOS in delivering similar services to other field offices, which may involve regular visits to provide technical and operational assistance. Performing other tasks as assigned in the workplan.

Required Qualifications:
Candidates must possess a Bachelor's degree in engineering (Civil, Electrical, Mechanical, or Architecture), science, or related fields. A master's degree or advanced training in building operations and maintenance is preferred. Additionally, candidates should have at least 8 years of work experience in building engineering, construction, and maintenance services. Experience in implementing or reviewing building health and safety regulations within a facilities management context is essential. Candidates should demonstrate strategic insight into complex situations and possess strong organizational skills to manage multiple tasks effectively. Proficiency in computer-based tools, including MS Office, Outlook, SharePoint, project management systems, and financial tracking tools, is required. Strong verbal and written communication skills in English are mandatory, and familiarity with local languages and institutions is advantageous.

Educational Background:
The educational background required for this position includes a Bachelor's degree in engineering (Civil, Electrical, Mechanical, or Architecture), science, or related fields. A master's degree or advanced training in building operations and maintenance is highly desirable, as it provides a deeper understanding of the complexities involved in facilities management and engineering.

Experience:
The position requires a minimum of 8 years of relevant work experience in building engineering, construction, and maintenance services. Candidates should have a proven track record of implementing or reviewing health and safety regulations within a facilities management or project implementation environment. Experience in managing multiple tasks and producing high-quality outputs within deadlines is essential, as is familiarity with various computer-based tools for project management and financial tracking.

Languages:
A good command of verbal and written communication skills in English is mandatory for this position. Familiarity with local languages and institutions is considered a valuable asset, as it can enhance communication and collaboration with local stakeholders and service providers.

Additional Notes:
This appointment is open to both internal and external applicants, but it is specifically a local staff position, meaning it is only available to nationals and permanent residents of Bangladesh. The role is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. After the initial period, ADB may choose to renew the appointment for an additional 3 years based on various factors, including the staff's performance and the organizational unit's requirements.
