Job Overview:
The Country Representative for UN Women in Bolivia is responsible for leading and managing the Country Office's portfolio, translating UN Women's Strategic Plan into development initiatives that align with regional and national priorities. This role involves developing, implementing, and managing programs and projects that promote gender equality and women's empowerment. The Country Representative will work closely with government counterparts, UN agencies, civil society organizations, and donors to foster partnerships and mobilize resources. The position requires strategic planning, risk management, and ensuring compliance with UN Women's policies and frameworks. The representative will also engage in advocacy efforts to promote gender equality and women's rights at various levels, ensuring that these issues are integrated into UN programming processes.

Duties and Responsibilities:
  • Manage the strategic country programme planning and development in Bolivia, including the design and implementation of the Country Strategic Note in collaboration with stakeholders.
  • Lead Enterprise Risk Management and Organizational Resilience by establishing a risk management framework, conducting risk assessments, and ensuring compliance with UN Women's policies.
  • Oversee the Bolivia Country Office's operations, including finalizing work plans and budgets, managing audits, and ensuring compliance with regulations.
  • Provide support to the Resident Coordinator and serve as a member of the UN Country Team, ensuring gender issues are integrated into UN programming.
  • Represent UN Women in intergovernmental forums and lead advocacy strategies for gender equality.
  • Create and maintain strategic partnerships and manage resource mobilization strategies.
  • Lead knowledge management and capacity building initiatives within the Country Office.
  • Oversee safety, security" style="border-bottom: 1px dotted #007bff !important;">security, and well-being of personnel and organizational assets.
  • Perform other duties as necessary for the efficient functioning of the Office and the Organization.

Required Qualifications:
Candidates must possess an advanced university degree (Master's or equivalent) in development-related disciplines, economics, public policy, or social sciences. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) is an added advantage. Candidates should demonstrate excellent program formulation, implementation, monitoring, and evaluation skills, as well as strong people management abilities in a multicultural environment. They must also possess excellent knowledge of gender equality and women's empowerment issues, particularly in the context of development cooperation.

Educational Background:
An advanced university degree (Master's or equivalent) in development-related disciplines, economics, public policy, or other social science fields is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree. A project/programme management certification (such as PMP®, PRINCE2®, or MSP®) would be an added advantage.

Experience:
At least 10 years of progressively responsible development experience that combines strategic and managerial leadership in development cooperation at the international level is required. Candidates should have experience in gender and women's issues programming, preferably within the UN system or in developing countries. Field-based experience working with multicultural teams and leading/coaching staff in international settings is essential. Experience in implementing risk management frameworks and responding to audit findings is also required.

Languages:
Fluency in English and Spanish is required. Working knowledge of French or Portuguese is an asset, and knowledge of another UN language (Russian, Chinese, Arabic) is also beneficial.
