Job Overview: The External Evaluation Consultant will play a crucial role in documenting the outcomes and impacts of the Disaster READY Phase 2 project, which is funded by the Australian Government through the Australian Humanitarian Partnership (AHP). This project aims to enhance community resilience against disasters in Vanuatu by engaging with local communities to develop disaster preparedness strategies. The consultant will be responsible for producing a documentary film that captures the essence of the project, highlighting the achievements, challenges, and ongoing needs of the communities involved. The film will serve as a valuable resource for both the donor audience and the communities themselves, showcasing their stories and experiences. The consultant will work closely with the SCV Director of Advocacy, Communication and Stakeholder Engagement to ensure that the film aligns with the project's objectives and effectively communicates the community's voice.
Duties and Responsibilities: The consultant will be tasked with several key responsibilities, including:
Developing an inception plan that outlines the community selection approach, story vision, consent tools, and field calendar, ensuring coordination with the Final Evaluation.
Conducting filming and photography across all three Area Councils and Port Vila, dedicating time to build trust within the communities and gather authentic footage.
Identifying and developing two to four protagonist stories that will serve as the narrative thread throughout the film, ensuring a diverse representation of community experiences.
Capturing honest community voices, including both successes and challenges faced during the project, without softening the realities of their experiences.
Shaping all field material into a coherent film with a clear narrative arc, maintaining professional broadcast quality and including English subtitles.
Producing secondary deliverables such as social media cuts, captioned photographs, and a labelled raw footage archive with consent records.
Ensuring all deliverables are completed by the specified deadlines, with the rough cut due in July and final deliverables in August 2026.
Required Qualifications: The ideal candidate for this position will possess the following qualifications:
Proven experience in producing film or community impact storytelling within development or humanitarian contexts, with at least one completed community-level documentary in the past five years.
Demonstrated ability to work effectively in rural or remote communities, particularly with women, people with disabilities, and other marginalized groups.
Fluency or high proficiency in Bislama, enabling the consultant to conduct filmed conversations without relying on an interpreter for the majority of community filming.
Experience working in Vanuatu or similar Pacific Island contexts, with a strong understanding of local cultures and community dynamics.
A track record of ethical storytelling practices, including robust informed consent processes and sensitivity when filming vulnerable populations, particularly children and individuals with disabilities.
Strong post-production skills, with the ability to edit and shape raw material from multiple communities into a cohesive and well-crafted film.
Confirmed availability to complete all deliverables by August 2026.
Educational Background: Candidates should have a relevant educational background in film production, media studies, communications, or a related field. A degree or equivalent qualification in these areas is preferred, along with a strong portfolio showcasing previous work in documentary filmmaking or community storytelling.
Experience: The position requires a minimum of five years of experience in film production or community storytelling, particularly in development or humanitarian contexts. The consultant should have a proven track record of working in rural or remote communities, demonstrating the ability to engage with diverse populations and capture their stories authentically. Experience in Vanuatu or similar Pacific Island nations is highly desirable, as it indicates familiarity with the local context and cultural sensitivities.
Languages: Fluency in Bislama is mandatory for this position, as it is essential for conducting filmed conversations with community members. Proficiency in English is also required for post-production work and communication with the SCV team. Additional language skills relevant to the local context may be considered an asset but are not mandatory.

The indicative budget for this assignment is VUV 1,000,000, with the possibility of increasing to VUV 1,500,000 based on the proposed approach and logistics. The consultant will be responsible for all costs associated with conducting the assignment, including field logistics, community visits, and any necessary travel and accommodation expenses. Payment will be made in three instalments: 20% upon approval of the inception plan, 30% upon delivery of the rough cut, and 50% upon approval of all final deliverables.
