Job Overview:
The Project Officer (Water and Urban Development) position is integral to the Water and Urban Development Sector Office within the Sectors Department 2 of ADB. The role involves developing and administering projects in the water and urban development sector, providing technical and operational support, and contributing to project design and scoping. The Project Officer will engage in sector dialogue with various stakeholders, including government entities, development partners, the private sector, and civil society in Papua New Guinea. The position requires a proactive approach to managing existing projects, preparing analytical reports, and ensuring compliance with ADB's operational guidelines. The Project Officer will also be responsible for monitoring project performance, analyzing data, and providing guidance to team members to enhance project outcomes.

Duties and Responsibilities:
The Project Officer will lead or contribute to various activities, including sector assessments, project design, and portfolio management. Key responsibilities include building relationships with sector clients, conducting diagnostic studies, managing existing projects, preparing consolidated portfolio management reports, and ensuring timely actions by technical and local staff. The officer will analyze sector portfolio performance, review mission reports, and address project administration red flags. Additionally, the Project Officer will monitor data accuracy, prepare portfolio analysis reports, and ensure compliance with ADB's processing and administration documents. The role also involves guiding project processing staff, supporting project implementation arrangements, and preparing work programs and budget resource requirements. The Project Officer will perform other duties as assigned in accordance with the workplan.

Required Qualifications:
Candidates must possess a Bachelor's degree in engineering, water management, urban development or planning, economics, development studies, business administration, or related fields, preferably with advanced training. A minimum of 8 years of relevant professional experience in project development, processing, or administration is required, with field-based experience being desirable. Proficiency in both spoken and written English is essential, along with strong computer skills, particularly in spreadsheets and word processing software. Comprehensive knowledge of operational processes and administration guidelines of multilateral development banks or bilateral development partners is necessary. The ability to think analytically and solve problems, as well as work effectively with individuals from diverse cultural backgrounds, is crucial. Additionally, two years of relevant experience outside ADB within the past five years is required, with prior consultancy or contractor roles at ADB considered as experience outside the organization.

Educational Background:
A Bachelor's degree in a relevant field such as engineering, water management, urban development or planning, economics, development studies, or business administration is required. Advanced training in these areas is preferred, indicating a higher level of expertise and knowledge relevant to the position.

Experience:
The position requires at least 8 years of relevant professional experience in project development, processing, or administration. Candidates should have field-based experience, which is highly desirable. Additionally, two years of relevant experience outside ADB within the last five years is mandatory, with experience as an ADB consultant or contractor counted as experience outside ADB.

Languages:
