The mission is involved in food security and livelihoods (SAME), water, hygiene, and sanitation (EHA), and multi-sector cash assistance (direct cash or vouchers). Each of SI's activities includes a strong protection component, either as a standalone or through an implementation partner. SI's programs cover emergency response through rapid response programs (RRM) and second-line programs, as well as recovery and development activities in stabilized areas. This approach illustrates the strategy chosen by the mission, which aims to maintain a strong emergency response capacity while developing sustainable solutions to the issues affecting populations in the eastern part of the country. The mission is coordinated from Goma and has three operational bases located in North Kivu (Goma, with a sub-base in Kiwandja, Beni, and Nobili), South Kivu, and Ituri (Bunia, with a sub-base in Drodro). As part of its multi-year strategy, SI aims to open new bases and expand its program portfolio. Specifically, the Ituri base (Bunia) is the largest of SI's missions in the DRC, currently expanding its operational volume with approximately 100 staff members and sub-bases in Ndrele (Mahagi Territory) and Drodro (Djugu Territory). The base implements various projects, including emergency response, integrated EHA and protection projects, and multi-sectoral emergency interventions in response to nutritional and food crises.
Job Overview: The Deputy Program Coordinator is responsible for supervising project managers at the base to ensure the implementation of base activities. This role ensures the relevance of implemented activities in line with SI's strategy in the country and proposes new interventions based on the evolving humanitarian situation and SI's strategy in the intervention area. The Deputy Program Coordinator will specifically focus on developing an integrated strategy in Food Security and Livelihoods (SAME) and EHA, as well as operationalizing priority cross-cutting themes such as protection, environmental impact, do no harm, conflict-sensitive analysis, and situational analysis. The role also involves supporting the Field Coordinator (CT) in programmatic representation to partners and stakeholders and ensuring interim support in the CT's absence. The main challenges include remaining a key player in emergency response in Ituri and the former Oriental Province and North Kivu, developing the second axis of SI's strategy in Ituri, and strategically positioning the organization in emergency response while considering inter-community dimensions in intervention strategies. The role also involves increasing operational volume, diversifying funding sources, and expanding intervention areas. The first two to three months will focus on training and recruiting new project managers, strengthening rapid deployment capacity, and re-establishing partnerships with local organizations.

Educational Background: A Master's degree in humanitarian program management or a related field is required. Candidates should have a strong academic background that supports their understanding of humanitarian principles and practices.
Experience: Candidates should have significant experience in humanitarian program management, particularly in emergency response settings. Experience in managing multi-sectoral teams and working in complex environments is essential. Previous experience in the DRC or similar contexts is highly desirable.
Languages: Fluency in French is mandatory. Proficiency in English or other local languages is considered an asset and may enhance a candidate's application.

The role is based in Goma, DRC, and offers a competitive salary starting from EUR 2,475 gross per month, plus a monthly per diem of USD 80
SI covers housing costs and travel expenses between the expatriate's home country and the duty station. During the mission, a work and leave alternation system is in place, allowing for 7 working days off every three months, with additional rest days accrued. Expatriates receive comprehensive health insurance covering medical expenses, including dental and ophthalmological care, and repatriation. Vaccination and necessary malaria treatment costs are reimbursed. Living conditions in Goma are favorable, with opportunities for social activities and access to quality food. Security measures are in place, including a curfew currently set at 12:30 AM.
