Job Overview: The Head of Programme Support will play a crucial role in guiding the development and ongoing evolution of NRC Sudan's grant portfolio, with a strong emphasis on program quality and support. This position will serve as the focal point for project cycle management (PCM) compliance, ensuring that all programs adhere to established standards and practices. The successful candidate will be responsible for establishing a robust Monitoring and Evaluation (M&E) system for the country program, which will include regular data collection and analysis to inform future design" style="border-bottom: 1px dotted #007bff !important;">program design and development. Key objectives for this role include supporting the development of a multi-year funding strategy, identifying funding opportunities, and ensuring compliance with grant management processes. The Head of Programme Support will also manage the development of submissions to donors, including project proposals and reports, while ensuring quality control throughout the process. This position will require strong leadership skills and the ability to think strategically about programmatic initiatives.
Duties and Responsibilities: The duties and responsibilities of the Head of Programme Support include:
Line management and staff development, ensuring that all program staff are trained in NRC’s project cycle management.
Supporting the development of a multi-year funding strategy and program forecasts, while identifying funding opportunities that align with changing donor priorities.
Ensuring compliance with grant management and project cycle management processes as delegated by the Head of Programme.
Managing the development of submissions to donors, including project proposals and coordinating input for donor reporting.
Overseeing the integration of Safe and Inclusive Programming minimum standards into PCM and other processes, as well as the roll-out of NRC Sudan’s Safe and Inclusive Programming action plan.
Leading programmatic audits focused on quality, compliance, timeliness, and relevance.
Contributing to lessons learned and evidence-based programming in a systematic manner.
Ensuring coordination between NRC Sudan’s Regional Office and Head Office on cross-cutting thematic areas of work, consortium management, and PCM.
Deputizing for the Head of Programmes as needed. 1
Overseeing the management of consortia where NRC is the lead agency and developing any consortia applications.
Required Qualifications: The ideal candidate for the Head of Programme Support position will possess the following qualifications:
A minimum of 4 years of experience in a senior-level project implementation position within a humanitarian or recovery context.
A Master's degree in a related field such as law" style="border-bottom: 1px dotted #007bff !important;">international law, international development, or social sciences is desirable; however, candidates with a Bachelor's degree in the preferred fields may be considered if they have significantly more relevant work experience.
Strong knowledge of global protection standards and humanitarian principles.
Demonstrated experience in developing technical standards for core areas of protection from violence programming, including Site Management or UDOC experience.
Proven ability to create and implement referral pathways and document results related to the position’s responsibilities.
A solid understanding of refugee crisis contexts and the ability to think strategically about programmatic initiatives.
Educational Background: Candidates applying for the Head of Programme Support position should have a strong educational background, ideally holding a Master's degree in a relevant field such as international law, international development, or social sciences. However, candidates with a Bachelor's degree in these fields may still be considered if they possess extensive relevant work experience that exceeds the minimum requirement of 4 years.
Experience: The position requires a minimum of 4 years of experience in a senior grant management role, with a focus on program management within a humanitarian or recovery context. Candidates should have experience working on, coordinating, or leading consortia or other forms of partnership implementation. Additionally, experience with Monitoring and Evaluation (M&E) systems and accountability mechanisms is essential, as is a background in working in complex and volatile contexts.
Languages: Fluency in English, both written and verbal, is mandatory for this position. While English is the primary language required, knowledge of additional languages may be considered an asset, particularly if they are relevant to the context of Sudan and its diverse population.
Additional Notes: The position is based in Kosti, Sudan, with a fixed-term contract lasting one year, subject to renewal. The role involves approximately 40% travel.
