Job Overview: The Assistant Programme Officer position is designed to support the implementation of protection and solutions strategies within the UNHCR framework. The incumbent will work closely with senior programme staff and may supervise a small team of local staff. This role involves coordinating with various sections and units to ensure a harmonized approach to programmatic activities throughout the UNHCR Operations Management Cycle. The Assistant Programme Officer will be responsible for providing programmatic guidance, ensuring compliance with UNHCR’s strategic priorities, and engaging with partners, including forcibly displaced persons and governmental institutions. The position requires a strong understanding of UNHCR’s policies and the ability to work collaboratively within a multi-functional team to achieve operational objectives.
Duties and Responsibilities: The duties and responsibilities of the Assistant Programme Officer include assessing and analyzing the needs of forcibly displaced and stateless persons using an Age, Gender and Diversity (AGD) perspective. The incumbent will support the development of multi-year protection and solutions strategies, assist in planning processes, and contribute to the review of reports from UNHCR offices. The role also involves broadening partnerships with key stakeholders, ensuring consistent monitoring approaches, and identifying potential gaps in program implementation. The Assistant Programme Officer will assist in following up on audit observations, managing risks, and performing other related duties as required. This position demands a proactive approach to problem-solving and the ability to engage effectively with various stakeholders.
Required Qualifications: Candidates must possess a minimum of one year of relevant experience with an undergraduate degree, or no experience with a graduate degree or doctorate. Essential qualifications include demonstrated experience in programme management, familiarity with Results-Based Management, and knowledge of the centrality of protection in programming. Desirable qualifications include experience in coordination within an inter-agency context and sound experience in program management training and capacity building activities. Strong stakeholder engagement and communication skills are essential for this role, along with the ability to work effectively in a dynamic environment.
Educational Background: The educational background required for this position includes a university degree in Economics, Business Administration, Social Sciences, or a related field. A postgraduate qualification in Project Management is considered an advantage. Candidates should have a solid understanding of humanitarian programming and partnership management, as well as knowledge of project planning, implementation, monitoring, evaluation, and reporting.
Experience: The level of experience needed for the Assistant Programme Officer position includes at least one year of relevant experience in programme management or no experience with a graduate or doctorate degree. Candidates should have demonstrated experience in field operations and a sound knowledge of the principles of targeting and protection in programming. Experience working with UNHCR, the United Nations, NGOs, or other humanitarian organizations in refugee and IDP settings is highly desirable.
Languages: For this position, knowledge of English is mandatory, along with the UN working language of the duty station if it is not English. For National Professional jobs, knowledge of the local language is also required. Proficiency in additional languages is considered an asset, particularly if it enhances communication with affected communities and stakeholders.
