Job Overview:
The Programme Analyst – Data and Monitoring plays a pivotal role in enhancing the data ecosystem within the UNFPA Libya Country Office. This position is responsible for providing technical support and leadership in data systems, population analytics, and monitoring frameworks. The Programme Analyst will engage closely with government-led census initiatives and population data processes, ensuring that data is organized, validated, and analyzed effectively for national planning purposes. The role is integral to strengthening UNFPA's capacity to generate and utilize high-quality data for program monitoring, strategic planning, and corporate reporting. The Programme Analyst will report directly to the International Programme Coordinator (IPC) and will be expected to contribute to the overall results-based management of the organization, aligning data initiatives with national priorities and corporate requirements.

Duties and Responsibilities:
The Programme Analyst will be responsible for a variety of tasks, including:
  • Providing technical support for government-led census and large-scale population data initiatives, ensuring effective organization, cleaning, validation, and statistical analysis of data.
  • Developing analytical briefs, statistical reports, and data visualizations to inform national planning and development strategies.
  • Maintaining and periodically reviewing the Country Office results framework and indicator matrix, ensuring alignment with UNFPA Strategic Plan and UNSDCF frameworks.
  • Analyzing demographic, socio-economic, and program performance data to identify trends and emerging issues, producing dashboards and analytical summaries for senior management.
  • Coordinating preparation of data inputs for quarterly, annual, and donor reports, ensuring accuracy and consistency of reporting data.
  • Representing UNFPA in technical data and M&E coordination forums at the national level, collaborating with government statistical bodies and UN agencies.
  • Documenting lessons learned and promoting data-driven approaches within program planning and reporting processes.

Required Qualifications:
Candidates must possess an advanced degree (Master's) in statistics, demography, economics, public health, data science, development studies, or a related field. Additionally, a minimum of 2 years of professional experience in data analysis, statistics, monitoring and evaluation, or census support is required. Demonstrated experience with statistical software such as SPSS, Stata, or R is essential, and experience working with national statistical institutions is desirable. Familiarity with development or humanitarian contexts will be considered an asset.

Educational Background:
The educational background required for this position includes an advanced degree (Master's) in a relevant field such as statistics, demography, economics, public health, data science, or development studies. This educational foundation is crucial for understanding complex data systems and methodologies necessary for effective data analysis and monitoring.

Experience:
The position requires a minimum of 2 years of professional experience in relevant fields such as data analysis, statistics, monitoring and evaluation, or support for large-scale surveys and census initiatives. Candidates should have a proven track record of working with results-based management frameworks and possess experience in using statistical software for data analysis.

Languages:
Fluency in both written and spoken English and Arabic is mandatory for this position. Proficiency in additional languages may be considered an asset, but the primary requirement is strong communication skills in these two languages to effectively engage with stakeholders and produce reports.
