Job Overview: The National Professional Officer will play a crucial role in monitoring and coordinating with local NGO partners to enhance information sharing and improve project implementation. The incumbent will be responsible for evaluating the quality of work of partner organizations and conducting assessments to ensure effective planning and execution of health emergency responses. This position requires strong interpersonal skills and the ability to work under pressure, as well as a commitment to promoting consensus among diverse stakeholders. The officer will also be expected to prepare detailed reports on NGO activities and provide regular briefings on project management and evaluation processes.
Duties and Responsibilities:
Monitor local NGO partners through quarterly coordination forums and monthly technical meetings to enhance information sharing.
Report on implementation progress and identify lessons learned for effective planning.
Coordinate the screening of potential partner organizations and develop an NGO Indicator Framework.
Evaluate the quality of work of partner organizations using newly developed monitoring and evaluation tools, regular meetings, and follow-ups.
Conduct Organizational Capacity Assessments of partner organizations.
Provide regular briefings on Project Cycle Management, monitoring and evaluation, and fundraising to key members of partner organizations.
Collect and assess technical reports from the field.
Prepare monthly reports on NGOs' activities for the Technical Officer (M&E).
Required Qualifications: Essential: University degree in Social Sciences or a related field. Desirable: Master's degree in Social Sciences or Business Administration. Skills required include demonstrated knowledge of working with local partners and NGOs, excellent assessment and evaluation skills in emergency health situations, strong interpersonal skills, and the ability to communicate effectively under pressure. Proven ability to promote consensus and excellent presentation skills are also essential.
Educational Background: Candidates must possess a university degree in Social Sciences or a related field. A Master's degree in Social Sciences or Business Administration is desirable, indicating a higher level of expertise and understanding of the complexities involved in health emergencies and partnership development.
Experience: Candidates should have at least one year of relevant experience in partnership development and project management, particularly in developing countries. Desirable experience includes working with UN organizations, international institutions, or NGOs, which would provide valuable insights into the operational frameworks and challenges faced in health emergencies.
Languages: Essential: Expert knowledge of English and Arabic is required. These language skills are crucial for effective communication with local partners and stakeholders. Desirable language skills may include proficiency in other languages relevant to the region or international organizations, which could enhance collaboration and information sharing.
Additional Notes: This position is classified as a National Professional Officer role, meaning that only applications from nationals of Libya will be accepted. The remuneration for this position starts at an annual base salary of USD 34,827, subject to mandatory deductions for pension contributions and health insurance.
