Job Overview: The National Professional Officer position is pivotal in supporting the development and implementation of national health policies, strategies, and plans aimed at enhancing the integration, access, and coverage of health services. The role involves strengthening technical and institutional capacities, facilitating policy dialogue, and ensuring that health systems align with the principles of Universal Health Coverage. The officer will lead initiatives to improve health governance, promote equitable access to health services, and enhance the quality of care provided to vulnerable populations. This position requires a proactive approach to policy development and implementation, ensuring that health services are accessible, efficient, and of high quality, while also addressing health inequalities and promoting the inclusion of marginalized groups.
Duties and Responsibilities: 1) Lead the development and implementation of health governance policies and strategies at the national level, ensuring alignment with international standards and best practices. 2) Support the design and organization of health systems based on primary health care principles, focusing on universal health coverage and integrated services. 3) Identify and address health inequalities, promoting access for vulnerable groups. 4) Contribute to the training and development of health professionals to enhance service quality and efficiency. 5) Plan and implement technical activities related to integrated health services, ensuring compliance with international standards. 6) Strengthen health information systems through quality data collection and analysis. 7) Work on national pharmaceutical policies to ensure access to essential medicines. 8) Promote equitable access to health services for vulnerable populations. 9) Disseminate knowledge and promote research and innovation in health practices. 10) Collaborate with stakeholders to ensure coordinated health strategies. 11) Participate in resource mobilization and advocacy efforts. 12) Foster teamwork and collaboration within the organization. 13) Disseminate knowledge and findings in health specialization areas. 14) Cooperate with various organizations to enhance access to primary care services. 15) Perform other duties as assigned by the supervisor.
Required Qualifications: Essential qualifications include a first university degree in Public Health, health systems/services administration, health management, or a related field from an accredited institution. Desirable qualifications include a postgraduate degree in the same fields. Candidates must demonstrate sound knowledge in public administration reform, policy development, planning, and evaluation of health systems. Proven skills in providing technical advice and guidance to stakeholders in health sector reform are essential. The ability to communicate complex concepts effectively, both verbally and in writing, is also required.
Educational Background: Candidates must possess a first university degree in a relevant field such as Public Health or health management from an accredited institution. A postgraduate degree in these areas is desirable and would enhance a candidate's profile.
Experience: Candidates should have at least five years of combined national and international experience at a senior level in health systems development, integrated health services delivery, and health policy planning. Experience working with WHO or other UN agencies is desirable, as is familiarity with health sector analysis and evaluation.
Languages: Expert knowledge of English and Arabic is essential for this position. Proficiency in additional languages may be considered an asset but is not mandatory.
Additional Notes: This position is classified as a National Professional Officer role, meaning only applications from nationals of Libya will be accepted. The remuneration package includes an annual base salary starting at USD 42,910, with mandatory deductions for pension contributions and health insurance. Employees are entitled to 30 days of annual leave. The position may involve a written test or video assessment as part of the selection process.
