Job Overview:
The Consultant for Capacity Building in Political Participation will play a crucial role in delivering training sessions aimed at equipping potential female candidates with the necessary skills and knowledge to participate effectively in local administration elections. This position is integral to UN Women's efforts to enhance women's political participation in Jordan, particularly in light of the country's modernization agenda and the need for increased representation of women in local governance. The consultant will be responsible for conducting structured training sessions based on UN Women's training guide on political leadership, facilitating discussions, and providing additional training as needed. The consultant will also be involved in capacity assessments and reporting on training progress, ensuring that the training aligns with UN Women standards and the national electoral framework. This role requires close collaboration with UN Women and a commitment to empowering women in local communities.

Duties and Responsibilities:
  • Deliver structured capacity building sessions for potential female candidates, ensuring they are equipped with the knowledge and skills needed for local administration elections. This includes: a. Conducting three interactive training sessions (each lasting one and a half days) utilizing UN Women’s training guide on political leadership. b. Facilitating discussions, group activities, and case studies to help participants apply the knowledge and skills gained during training. c. Providing additional training days upon request by UN Women.
  • Conduct capacity assessments and provide a final assessment report detailing training progress, participant achievements, and recommendations for program enhancement.
  • Support UN Women in disseminating information about the training in respective governorates and encourage potential female candidates to enroll. Deliverables include: a. Delivery of 3 governorate-based trainings (4.5 days) by August 202
  • b. Submission of 3 training reports and a consolidated summary report by September 10, 202
  • c. Delivery of additional requested trainings and reports by October 2026.

Required Qualifications:
  • Education and Certification: A Master’s degree or equivalent in law, political science, social studies, or a related field is required. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.
  • Experience: Minimum of 2 years of experience in training on political participation, gender equality, women’s political rights, and electoral processes in Jordan is required. A good understanding of the socio-political context and legislative frameworks of elections in Jordan is essential. Experience working with various international and national organizations in Jordan is required, and experience with UN Women or as a member of the national team on women’s political participation is an asset.

Educational Background:
Candidates must possess a Master’s degree or equivalent in law, political science, social studies, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.

Experience:
The position requires a minimum of 2 years of relevant experience in training related to political participation, gender equality, and electoral processes in Jordan. Candidates should have a solid understanding of the socio-political context and legislative frameworks governing elections in Jordan, as well as experience collaborating with various organizations in the field.

Languages:
Fluency in Arabic is required for this position. This is essential for effective communication and training delivery, given the target audience of potential female candidates for local administration elections.

Additional Notes:
The consultant will be expected to attend and successfully complete the training of trainers delivered by UN Women prior to being hired. The selection process will ensure equitable representation across all governorates, with two consultants selected from each governorate and at least 50% representation of female consultants. The position is focused on capacity building and training delivery, with a commitment to upholding the ethical standards of the UN in all dealings. Selected candidates will undergo rigorous reference and background checks, including verification of academic credentials and employment history.
