Job Overview:
The National Consultant position is crucial for the successful implementation of the GEF LDCF project, 'Building Resilience of Health Systems in Pacific Island Least Developed Countries to Climate Change.' This role involves providing coordination and administrative support to ensure that project activities are executed effectively in Tuvalu. The consultant will work closely with the WHO Division of Pacific Technical Support (DPS) and the Ministry of Health and Social Welfare, focusing on project planning, implementation coordination, and reporting. The consultant will be responsible for developing a detailed project workplan, monitoring progress, identifying risks, and ensuring compliance with health-related strategies and plans. The position requires a proactive approach to managing project activities and engaging with stakeholders to enhance the resilience of health systems against climate change impacts.

Duties and Responsibilities:
The National Consultant will have a comprehensive set of responsibilities, including:
  • Project Planning, Monitoring, and Reporting: Collaborate with WHO and the Ministry of Health to develop and implement a detailed project workplan, review and update it quarterly, identify project risks, and prepare risk update briefs. Provide inputs for quarterly progress reports and the annual project report.
  • Project Coordination and Implementation: Attend weekly PMU meetings, document minutes, support the national climate change and health technical advisory group, and assist in implementing specific project activities such as policy reviews and training.
  • Project Financial Management and Procurement: Lead financial management and procurement tasks, draft procurement documents, and facilitate the procurement solicitation process.
  • Implementation of Social and Environmental Safeguards (SES) and Gender Action Plan: Lead the implementation of SES risk management plans, maintain a Grievance Redress Mechanism, and prepare quarterly compliance reports.
  • Project Visibility: Support the planning and implementation of visibility and communication plans, including organizing launch events and preparing project briefs.

Required Qualifications:
The position requires a university degree (bachelor's) in finance, management, accountancy, economics, or business administration. An advanced degree (master's) in these fields is desirable, along with training in business administration, environmental health, or climate change. Candidates should have a minimum of five years of relevant experience in administration, project management, or coordination, with a preference for experience in climate change or public health projects. Strong organizational skills, knowledge of project planning and implementation, and proficiency in using computer applications such as MS Teams, Excel, Word, and PowerPoint are essential.

Educational Background:
Candidates must possess at least a bachelor's degree in a relevant field such as finance, management, accountancy, economics, or business administration. An advanced degree in these areas is preferred. Additional training in business administration, environmental health, or climate change is considered a plus.

Experience:
A minimum of five years of relevant experience is required, particularly in administration, project management, or coordination roles. Experience in climate change, environmental health, or public health projects is desirable, as is familiarity with governmental, non-governmental, and international organizations.

Languages:
Fluency in English and the local Tuvaluan language is essential for this position. Proficiency in additional languages may be beneficial but is not mandatory.

Additional Notes:
The consultant will be based at the WHO GEF Tuvalu Project Office in Funafuti, Tuvalu, and is expected to travel within Tuvalu and to the WHO Office in Fiji. The remuneration for this position ranges from AUD 34,005 to AUD 41,100, depending on qualifications and experience. The expected duration of the contract is for 16 working days per month (4 working days per week) over a period of 11 months.
