Job Overview:
The International Consultant will play a crucial role in leading the monitoring, evaluation, and reporting for the Governance, Peace and Security (GPS) Unit of UN Women’s Regional Office for Asia and the Pacific (ROAP). This position involves providing technical support for program implementation and policy work related to governance, peace, and security across the Asia-Pacific region. The consultant will be responsible for developing Programme Monitoring Frameworks, coordinating inputs from team members, tracking progress against indicators, and leading innovative monitoring approaches. Additionally, the consultant will support the development of new areas of work, prepare Concept Notes and Project Documents, and contribute to policy and normative content. The role requires a strong understanding of gender issues and the ability to engage with various stakeholders effectively.

Duties and Responsibilities:
The International Consultant will undertake several key responsibilities, including:
  • Leading the monitoring, evaluation, and reporting processes, which involves developing Programme Monitoring Frameworks, coordinating team inputs, tracking progress against established indicators, and implementing innovative monitoring approaches.
  • Providing technical support for the development of new initiatives in Governance, Peace and Security, including drafting Concept Notes and Project Documents.
  • Supporting the implementation of programs by developing Terms of Reference for activities, drafting briefs, and preparing knowledge resources.
  • Contributing to the advancement of policy and normative content by providing inputs to policy documents and representing UN Women at conferences and public forums.
  • Submitting monthly progress reports detailing completed work and outputs, with payments contingent upon approval of these reports.

Required Qualifications:
Candidates must possess a Master’s degree in social sciences, conflict studies, gender studies, international affairs, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. The position requires strong analytical skills, knowledge of governance, peace, and security, and the ability to synthesize program performance data for strategic decision-making.

Educational Background:
A Master’s degree in relevant fields such as social sciences, conflict studies, gender studies, or international affairs is required. A first-level university degree may be accepted with additional qualifying experience. This educational background is essential for understanding the complexities of gender issues in governance and peace.

Experience:
Candidates should have at least 5 years of progressively responsible work experience at the national or international level in designing, planning, implementing, monitoring, and evaluating programs related to Governance, Peace, and Security. Technical experience in these areas is required, along with previous experience with UN Women or other UN agencies. Experience in the Asia-Pacific region is preferred, highlighting the need for familiarity with the local context and challenges.

Languages:
Fluency in English is mandatory for this position. Knowledge of another UN official working language is considered an asset, enhancing the consultant's ability to engage with diverse stakeholders and contribute to international discussions.

Additional Notes:
The consultant will be based in Bangkok, Thailand, and will work full-time. Travel costs and Daily Subsistence Allowance (DSA) will be provided for any required missions, following UN Women travel policy. The consultant's workplace will be office-based, and travel authorization will be granted prior to any travel. Payments will be made upon approval of monthly progress reports, which must detail completed work and outputs.
