Job Overview: The E T Consultant position at the World Bank involves a dual focus on strategic communications and operational support within the Country Management Unit (CMU) in South Sudan. The consultant will be responsible for developing and executing a comprehensive country communications strategy that aligns with CMU priorities and the guidance of the External and Corporate Relations unit. This role requires a strong emphasis on digital communications, stakeholder engagement, and advocacy efforts to enhance the understanding of program objectives among various partners, including government entities, civil society organizations, and the media. The consultant will also support project preparation and implementation, ensuring that communications and stakeholder engagement are effectively integrated into the design and delivery of projects. The position demands a proactive approach to managing multiple tasks and collaborating with various teams to achieve the desired outcomes.
Duties and Responsibilities: The duties and responsibilities of the E T Consultant include:
Developing and executing a country communications strategy and annual plan that aligns with CMU priorities and ECRAE guidance, including defining clear audiences, messages, channels, and performance metrics.
Managing the country and CMU web presence and social media, planning content calendars, and applying analytics to optimize performance.
Designing and running multi-channel campaigns for key moments, ensuring clear objectives and outcome metrics are established.
Building coalitions with government, civil society organizations, media, private sector, and development partners to advance program objectives.
Drafting speeches, press releases, talking points, and op-eds while maintaining message frameworks and FAQs.
Providing internal communications updates and preparing newsletters and briefs for management.
Building and maintaining media relations, organizing briefings and interviews, and monitoring media sentiment.
Conducting stakeholder mapping and implementing inclusive engagement plans, including consultations and field visits.
Monitoring project portfolio and operational performance, analyzing data, and providing inputs for reports and briefs. 1
Supporting the conduct of portfolio reviews and following up on agreed actions and timelines.
Required Qualifications: Candidates must possess a Master’s degree and/or at least 8 years of relevant experience, or a Bachelor’s degree with a minimum of 10 years of relevant experience in fields such as communications, journalism, international development, economics, public policy, political science, or business administration. A strong ability to translate complex development topics into clear and compelling content for diverse audiences is essential. Additionally, candidates should have a proven track record in media relations, stakeholder engagement, and digital communications, with experience in fragile and conflict-affected environments being a significant asset. Excellent writing, editing, and speaking skills in English are mandatory, and knowledge of local languages in South Sudan is preferred.
Educational Background: The educational background required for this position includes a Master’s degree in a relevant field such as communications, international development, or public policy, or a Bachelor’s degree with extensive experience in similar areas. The emphasis is on candidates who have a strong academic foundation that supports their ability to engage effectively in communications and stakeholder management within the context of development operations.
Experience: The position requires candidates to have substantial experience, specifically a minimum of 8 years for those with a Master’s degree or 10 years for those with a Bachelor’s degree. Relevant experience should include roles in communications, stakeholder engagement, and operational support within development projects, particularly in fragile and conflict-affected contexts. Candidates should demonstrate their ability to manage multiple tasks under tight deadlines and possess a strong understanding of the socio-political landscape in South Sudan.
Languages: Proficiency in English is mandatory for this position, as it is the primary language of communication within the World Bank Group. Knowledge of local languages spoken in South Sudan is considered a valuable asset, enhancing the consultant's ability to engage with diverse stakeholders and communities effectively.
Additional Notes: This position is a full-time Extended Term Consultant (ETC) role based in Juba, South Sudan, with a term duration of one year, subject to annual renewals based on performance and budget considerations. The consultant will be locally recruited and must have valid authorization to work in South Sudan at the time of appointment.
