Job Overview:
The position of Treasurer for the Multilateral Fund for the Implementation of the Montreal Protocol is critical in overseeing the financial management and budgetary functions related to the Multilateral Fund (MLF). The incumbent will be responsible for preparing and reporting on the status of contributions and available fund balances, collaborating with the Multilateral Fund Secretariat, and ensuring compliance with financial requirements. This role requires a deep understanding of financial principles and practices, as well as the ability to analyze and interpret data to support decision-making. The Treasurer will also play a key role in budget preparation, administration, and reporting, ensuring that expenditures remain within authorized levels and that all financial activities align with UNEP's objectives. The position demands strong leadership skills, as the incumbent will guide and supervise staff while fostering a collaborative environment.

Duties and Responsibilities:
  • Perform treasurer functions for the Multilateral Fund, including preparing reports on contributions and fund balances, collaborating with the Multilateral Fund Secretariat, and implementing budget allocations.
  • Prepare and present the annual audited report of the MLF to the Executive Committee.
  • Maintain communication with UNON and provide necessary financial documents for meetings related to the Montreal Protocol.
  • Monitor the fixed exchange rate mechanism and provide information on investment returns.
  • Advise the Executive Committee and support MLF finance staff with training on budgetary and financial aspects.
  • Ensure compliance with MLF financial requirements and respond to audit queries.
  • Support budget preparations by reviewing and analyzing data for cost estimates and budget proposals.
  • Monitor expenditures and control budgetary allocations, identifying deviations and proposing corrective measures.
  • Administer extra-budgetary resources and provide monitoring reports to UNEP management and governing bodies. 1
  • Represent UNEP as the Treasurer at Executive Committee meetings and ensure trust funds are managed according to regulations. 1
  • Guide, train, and supervise staff, managing individual work programs and evaluating performance. 1
  • Collect and analyze data to provide insights for decision-making and reporting. 1
  • Perform other related duties as required.

Required Qualifications:
Candidates must possess a strong knowledge of financial and budgetary principles, with the ability to develop policies and procedures related to budgetary matters. The role requires analytical skills to interpret data and support decision-making processes. Professionalism, planning and organizing abilities, client orientation, and leadership skills are essential. The incumbent should demonstrate a commitment to achieving results and maintaining high standards of efficiency and integrity in all tasks.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business administration, finance, or a related field is required. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.

Experience:
A minimum of seven years of progressively responsible experience in finance, administration, budget, or business administration is required. At least three years of experience in finance and budget within the United Nations or a similar international organization at the professional level is essential. Candidates should have experience with financial systems and ERP modules, as well as grant management and donor reporting. Extensive experience in preparing financial statements and reports in compliance with IPSAS or similar standards is desirable, along with experience in data analytics.

Languages:
English is required for this position, with a minimum proficiency level of UN Level III in reading, writing, listening, and speaking. French is also a working language of the United Nations, and proficiency in French is considered an asset.

The appointment is for a fixed term of one year, with the possibility of extension based on the continued existence of the mandate and availability of funding. The position is subject to the authority of the Secretary-General, and staff members are expected to move periodically to new functions in their careers.
