Job Overview: The Finance & AdministrationDirector will play a pivotal role in leading the finance and operations teams for the anticipated FCDO-funded Land Border Programme, which aims to address the challenges of irregular migration and associated criminal activities in East Africa. This position will oversee the financial management of the program, ensuring compliance with Mercy Corps and FCDO policies. The director will be responsible for developing and maintaining robust financial systems, managing budgets, and ensuring that the program is delivered on time and within budget. The role requires collaboration across multiple countries and organizations, with a focus on safeguarding vulnerable populations and supporting the pursuit of human traffickers and smugglers. The program is set to commence in early April 2026 and will last for 36 months, with the director based in Nairobi.
Duties and Responsibilities: The Finance & Administration Director will lead the budgeting process, ensuring it is updated annually and incorporates inputs from various stakeholders. They will develop and oversee financial and accounting systems, ensuring compliance with regulations and best practices. Responsibilities include managing annual financial audits, preparing action plans to enhance operational efficiency, and maintaining transparent financial reporting systems. The director will also oversee recruitment in line with FCDO policies, support team capacity building, and foster a respectful work environment. Additionally, they will ensure that safeguarding principles are integrated into all aspects of their work, promoting accountability and communication within the team.
Required Qualifications: Candidates must possess a BA/S or equivalent in accounting or finance, with an advanced degree preferred. A minimum of 15 years of progressive financial management experience is required, including supervisory roles. At least 4 years of experience in grants management, particularly with FCDO regulations, is essential. Candidates should have a strong background in budget preparation, financial reporting, and accounting, along with advanced computer skills in MS Office, especially Excel. Effective communication skills, both verbal and written, are crucial, as is the ability to work in diverse and sensitive environments.
Educational Background: A bachelor's degree in accounting, finance, or a related field is required, with a preference for candidates holding an advanced degree. The educational background should provide a solid foundation in financial principles, accounting practices, and management skills necessary for overseeing complex financial operations.
Experience: The position requires at least 15 years of progressive experience in financial management, with a strong emphasis on supervisory experience. Candidates should have a minimum of 4 years of experience in grants management, particularly in understanding FCDO grant and contract regulations. International experience, especially in INGO/PVO field offices, is preferred, along with demonstrated skills in budget preparation and financial reporting.
Languages: Fluency in English is mandatory, with excellent oral and written communication skills required. Knowledge of additional languages relevant to the regions of operation may be considered an asset, enhancing the ability to communicate effectively with diverse stakeholders.
Additional Notes: This position is full-time and based in Nairobi, Kenya, with potential travel to program sites and other countries such as Uganda, Ethiopia, and Somalia.
