Job Overview: This consultancy position is situated within UNEP’s Climate Change Division, specifically in the Mitigation Branch and GEF Climate Mitigation Unit, which focuses on Latin America and the Caribbean (LAC). The consultant will be responsible for providing baseline information and facilitating stakeholder input to ensure a high-quality design of the Ecuador CBIT II project, which aims to strengthen national capacity for implementing the Enhanced Transparency Framework in Ecuador. The consultant will work closely with national governments, international consultants, and other key stakeholders to deliver outputs as outlined in the Terms of Reference for the review. The role is home-based and part-time, expected to last for seven months, and involves significant interaction with various stakeholders to ensure the successful execution of the project.
Duties and Responsibilities: The consultant will undertake a variety of tasks, including:
Preparing and implementing a stakeholder engagement plan for the PPG phase, which involves identifying stakeholders, organizing workshops, and preparing reports.
Obtaining baseline information on key stakeholders, national policies, and ongoing initiatives related to climate change.
Providing input on risks to successful project execution, particularly concerning safeguards.
Facilitating the revision and validation of project documents by national stakeholders.
Supporting the Ministry in preparing and following up on co-financing letters.
Drafting inputs for the CEO endorsement document, including gender analysis.
Responding to reviews from UNEP, GEF consultants, and government entities.
Supporting the Ministry’s climate transparency agenda to align with project formulation. Performance indicators include the timely submission of high-quality reports as determined by UNEP.
Required Qualifications: Candidates must possess an advanced university degree in fields such as environmental studies, climate change, economics, development, engineering, finance, administration, international cooperation, or a related discipline. Alternatively, a first-level degree combined with two years of qualifying experience may be accepted. Additionally, a minimum of two years of experience in climate change within Latin America and the Caribbean is required, along with experience working in Ecuador and knowledge of its institutional framework and public policies. Experience with multilateral or bilateral funding entities in climate change or development is desirable, as is experience in developing climate change-related projects or policies and designing stakeholder consultation processes.
Educational Background: An advanced university degree in relevant fields is required for this position. Candidates with a first-level degree and additional qualifying experience may also be considered. The educational background should ideally include studies related to environmental issues, climate change, or development, equipping the candidate with the necessary knowledge to perform effectively in this role.
Experience: The position requires a minimum of two years of experience in the field of climate change, specifically within Latin America and the Caribbean. Candidates should have experience working in Ecuador, understanding its institutional setting, and engaging with public policies. Experience with funding entities in climate change or development is also desirable, along with a background in project or policy development related to climate change mitigation or adaptation.
Languages: Fluency in English and Spanish is mandatory for this consultancy, as these are the working languages required for effective communication within the United Nations system. Proficiency in French is also beneficial, given that it is one of the working languages of the United Nations Secretariat.
