Job Overview:
The position of International Technical Energy Efficiency Expert is crucial for advancing the United for Efficiency (U4E) initiative, which aims to facilitate the transition to energy-efficient products in developing and emerging markets. The consultant will provide targeted technical support by developing regulatory recommendations, coordinating capacity-building activities, and ensuring high-quality project outputs. The role involves strengthening policy implementation through expert guidance, creating training materials, and engaging stakeholders to enhance the visibility and impact of energy efficiency initiatives. The consultant will also support the development of guidelines to promote the adoption of efficient and environmentally sound products, thereby contributing to global efforts in energy efficiency and sustainability.

Duties and Responsibilities:
The consultant will be responsible for a variety of tasks, including but not limited to: integrating findings from existing data sources to assess current practices for Minimum Energy Performance Standards (MEPS), High Energy Performance Standards (HEPS), Market Verification and Enforcement (MVE), and Sustainable Public Procurement (SPP). They will provide technical and management assistance to country counterparts and international experts, ensuring that project components align with U4E's objectives. The consultant will coordinate the preparation and delivery of workshops, training sessions, and events, managing all logistical arrangements. They will also develop and revise project-related documentation, such as progress reports, work plans, budgets, and terms of reference for experts and subcontractors. Participation in workshops and capacity-building events is essential to convey the benefits of energy-efficient appliances and engage stakeholders in project implementation. The consultant will also be tasked with developing outreach materials to communicate U4E project advancements and support the creation of guidelines and recommendations, particularly regarding U4E's Model Regulations and SPP Guidelines. Additionally, they will assist in developing fundraising proposals and documentation for national and regional energy-efficient projects and programs.

Required Qualifications:
Candidates must possess a minimum advanced university degree (Masters) or equivalent in engineering (electrical, mechanical, industrial, or similar) or in a relevant scientific discipline. They should have over 7 years of experience and proven technical competencies in the energy sector, particularly in energy efficiency. Previous experience with Sustainable Public Procurement, MVE policies, and the technical and regulatory aspects of energy efficiency is essential. Candidates should have a strong background in policy recommendations related to energy efficiency strategies, tools, systems, and measurements, aligned with international best practices. Experience in training and capacity building, as well as the development of educational materials, is also required. Knowledge and experience working with government and private sectors internationally, particularly in Africa and Latin America, will be considered an asset. Active involvement in international best practices in energy efficiency strategies and technologies is crucial, along with skills in data management, analysis, and presentation.

Educational Background:
The educational background required for this position includes an advanced university degree (Masters) or equivalent in a relevant field such as engineering (electrical, mechanical, industrial) or a scientific discipline related to energy efficiency. This educational foundation is critical for understanding the technical aspects of energy-efficient technologies and practices.

Experience:
The position requires a minimum of 7 years of relevant experience in the energy sector, with a strong focus on energy efficiency.
