Job Overview:
The E-Procurement System Officer plays a crucial role within the Global Procurement Unit (GPU) of MSF International, which is responsible for managing procurement activities that constitute a significant portion of MSF's operational expenses. This position is focused on the effective rollout, adoption, and stabilization of the MSF e-Procurement Portal (MePP). The officer will be involved in various aspects of the procurement process, including data migration, user support, training, and documentation. The role is designed to enhance the user experience and ensure the continuous improvement of the e-procurement tool, thereby contributing to the overall efficiency and effectiveness of MSF's procurement function.

Duties and Responsibilities:
  • Roll-out and Implementation Support: Assist in the rollout of the e-procurement tool to new entities and user groups, prepare and execute go-live and hypercare activities, follow defined rollout steps, and improve the rollout kit and templates based on lessons learned. Coordinate with internal stakeholders and the software provider team.
  • Data Migration and Data Quality: Support the collection, cleaning, and migration of data, perform data checks for completeness and accuracy, build tools to assess and improve data quality, monitor data quality post-go-live, and collaborate with the project team for corrections.
  • User Support: Act as first-level support for users during the hypercare phase, troubleshoot issues, log bugs, and coordinate with the software provider for resolutions. Track recurring issues and identify practical improvements.
  • Training, Documentation, and Continuous Improvement: Support user onboarding and training, maintain user documentation and guides, assist in testing and bug fixes, and maintain the functional configuration guide.

Required Qualifications:
Candidates should possess strong analytical and problem-solving skills, with a focus on data management and operations. Proficiency in using e-procurement systems or similar software is essential. Excellent communication skills are required to effectively support users and collaborate with various stakeholders. Familiarity with procurement processes and practices is highly desirable, along with the ability to work in a fast-paced environment and manage multiple tasks simultaneously.

Educational Background:
A bachelor's degree in business administration, supply chain management, information technology, or a related field is required. Additional certifications in procurement or project management would be advantageous and demonstrate a commitment to professional development in this area.

Experience:
Candidates should have a minimum of 2-3 years of experience in procurement, supply chain management, or a related field. Experience with e-procurement systems and data management is highly valued. Familiarity with international humanitarian operations or non-profit organizations is a plus, as it provides context for the unique challenges faced in this sector.

Languages:
Fluency in English is mandatory, as it is the primary language of communication within MSF. Proficiency in French is highly desirable, given the organization's operations in French-speaking countries. Knowledge of additional languages relevant to MSF's operational areas would be considered an asset.

This position is offered as a fixed-term contract at either 80% or 100% workload, with a duration of 12 months. The starting date for the role is set for June 1, 202
