Job Overview:
The Senior Finance Officer (SFO) position at FHI 360 is crucial for the successful implementation of a project aimed at enhancing nutrition, neonatal, maternal, and child health outcomes in Mozambique, specifically in the provinces of Zambezia and Nampula. The SFO will work under the supervision of the Finance and Operations Manager, providing senior-level financial management and oversight for the EpiC Project. This role encompasses a variety of responsibilities including coordinating financial and accounting operations, ensuring accurate financial monitoring, and supporting finance and operations teams to maintain the fiscal integrity of the project. The SFO will be involved in analysis" style="border-bottom: 1px dotted #007bff !important;">financial analysis, preparation and review of financial reports, oversight of compliance with financial regulations, and support to project leadership in monitoring financial performance trends. Additionally, the SFO will play a key role in strengthening internal controls, managing banking operations, and overseeing financial management of subawards and partner activities, ensuring compliance with donor requirements and applicable laws.

Duties and Responsibilities:
The duties and responsibilities of the Senior Finance Officer include coordinating financial and accounting operations to ensure effective financial management of the project, monitoring project expenditures, and ensuring alignment with approved budgets. The SFO will analyze financial performance trends and provide recommendations to project leadership, prepare and review monthly financial reports, and support the preparation and monitoring of financial forecasts. The role also involves overseeing the accuracy of accounting transactions, reviewing financial documentation for compliance, managing banking operations, and ensuring proper cash flow management. The SFO will review financial reports from partners, ensure compliance with subaward agreements, and monitor VAT related to community-based organizations. Furthermore, the SFO will ensure full compliance with FHI 360 financial policies, strengthen internal financial control systems, support audits, and provide financial guidance and mentorship to finance staff.

Required Qualifications:
Candidates must possess a Bachelor’s degree in finance, accounting, business administration, or a related field. A minimum of 8+ years of progressive responsible accounting and financial management experience in international development programs or donor-funded projects is required. Demonstrated experience with USAID financial management rules and regulations, as well as compliance with Mozambican fiscal and financial regulations, is essential. Experience in subaward or grant financial management, particularly within large donor-funded programs, is also necessary. Candidates should have demonstrated leadership experience in supervising or mentoring finance staff and experience working with financial management systems and internal control frameworks. Strong analytical and financial reporting skills, attention to detail, and the ability to provide strategic recommendations are critical for this role.

Educational Background:
The educational background required for the Senior Finance Officer position includes a Bachelor’s degree in finance, accounting, business administration, or a related field. Experience:
