Job Overview: The Pharmacy Manager will operate under the supervision of the Head of Nutrition and Health Department, with a primary mission to enhance pharmacy management systems and improve operational efficiency within the country office. This role involves auditing pharmacy stock management across various levels, from the country pharmacy to health facilities, and establishing clear procedures for quantifying annual needs for Decentralized Stock (DS). The Pharmacy Manager will also facilitate local procurement processes, define yearly estimates, and monitor key parameters for drug management, including inventory levels and shortage indicators. The position requires managing a team of 6 employees, with 2 based in Kabul and 4 in the field, ensuring effective oversight and support for pharmacy operations. The starting date for this position is set for May 1, 2026.
Duties and Responsibilities:
Conduct comprehensive audits of pharmacy stock management at all levels, ensuring compliance with established protocols.
Develop and implement a clear procedure for quantifying annual needs for Decentralized Stock (DS) and pilot this process for the 2026 planning cycle.
Streamline local procurement processes by defining a procedure for yearly estimates and piloting it for effective planning.
Establish a monitoring system to track key parameters for drug management for each project, including inventory levels, Average Monthly Consumption (AMC), and shortage indicators.
Provide leadership and management for a team of 6 employees, fostering a collaborative and productive work environment.
Prepare and execute plans to enhance pharmacy operations, focusing on capacity building for the pharmacy team.
Ensure patient safety and minimize wastage through effective forecasting, procurement, and inventory control practices.
Collaborate with other departments to align pharmacy management with overall organizational goals and objectives.
Required Qualifications: Candidates must possess a pharmacist's diploma and have a minimum of 2 years of experience in a humanitarian setting. The ideal candidate will have a proven track record of providing mentoring and recommendations during their missions, preferably in international contexts. Strong technical capacity in auditing pharmacy operations, preparing improvement plans, and building the capacity of pharmacy teams is essential. Additionally, candidates should demonstrate experience in effective forecasting, procurement, and inventory control, with a focus on enhancing patient safety and minimizing wastage.
Educational Background: A pharmacist's diploma is mandatory for this position, ensuring that candidates have the necessary educational foundation to manage pharmacy operations effectively. This educational background is critical for understanding pharmaceutical practices, regulations, and the complexities of managing drug supplies in humanitarian settings.
Experience: The position requires at least 2 years of relevant experience in a humanitarian context, where candidates have demonstrated their ability to manage pharmacy operations, conduct audits, and implement improvement plans. Experience in international missions is highly desirable, as it indicates familiarity with diverse operational environments and challenges faced in the field.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the organization and for reporting purposes. The monthly gross salary ranges from 2130 to 2475 euros, depending on experience, and includes a 13th-month salary. Non-French citizens will receive a reimbursement of 16% of their gross monthly salary for pension insurance. Employees are entitled to an annual salary increase of 6% after each 12 months of continuous service. Additional benefits include a monthly per diem and living allowance of 681 euros net, a country allowance of 450 euros, and an expertise allowance of 200 euros per month. In severe cold contexts, employees can receive reimbursement for winter equipment purchases up to 380 euros per person per year. A child allowance of 1500 euros per year per child is available for children present in the country of origin, with a maximum of 6000 euros per year. Transportation and accommodation costs are covered, and ACF provides 100% coverage for health and repatriation insurance fees for employees and their dependents. The organization also offers salary sustainment measures for sickness, paternity, and maternity leaves. Employees are entitled to 25 days of paid leave per year, 20 Rest and Recuperation (RnR) days, and airfare reimbursement for RnR trips, along with 215 euros for each RnR period.
