Job Overview:
The position of Specialist in Workers’ Activities is located within the ILO Country Office for Ethiopia, Djibouti, Somalia, Sudan, and South Sudan, specifically in Addis Ababa. The role is crucial in providing technical advisory services to workers’ organizations in the sub-region, focusing on enhancing their capacity to deliver improved services to their members. The Specialist will work closely with various stakeholders to ensure that the needs and interests of workers are represented in policy discussions and ILO initiatives. This position requires a proactive approach to engage workers and their organizations in ILO activities, ensuring that projects align with the principles of decent work and social justice. The Specialist will also be responsible for advising on development cooperation projects, facilitating participation in policy design, and promoting the involvement of workers in ILO programs.

Duties and Responsibilities:
  • Lead and manage substantial segments of the work program related to workers’ activities, ensuring the delivery of high-quality technical support at both subregional and national levels.
  • Provide expert policy and technical advice to workers’ organizations, promoting inclusive and gender-responsive policies.
  • Support workers’ organizations in identifying their needs and facilitating their participation in policy design and implementation.
  • Contribute to the design and implementation of Decent Work Country Programmes (DWCPs) and other development cooperation frameworks.
  • Conduct and coordinate innovative research and analysis to address the evolving needs of stakeholders in the world of work.
  • Develop and disseminate evidence-based technical and policy knowledge products.
  • Oversee the drafting and peer review of reports and publications for various ILO meetings.
  • Strengthen the capacity of workers’ organizations to design and implement effective policies and measures.
  • Identify and develop strategic partnerships to advance ILO’s objectives. 1
  • Represent the ILO at international, regional, and national events related to workers’ activities. 1
  • Formulate development cooperation project proposals and provide technical backstopping. 1
  • Play a key role in resource mobilization for projects related to workers’ rights. 1
  • Perform other relevant duties as assigned.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or equivalent) in economics, law" style="border-bottom: 1px dotted #007bff !important;">labour law, public administration, industrial relations, political science, or a related field. Alternatively, a first-level university degree (Bachelor’s or equivalent) in one of these fields, combined with two additional years of relevant experience, will be accepted. Candidates should demonstrate a strong understanding of economic and social policies, trade union organizations, and the ability to develop and implement new concepts and policies. Excellent research, analytical, drafting, communication, and presentation skills are essential, along with the ability to adapt to diverse audiences and work effectively in a multicultural environment.

Educational Background:
An advanced university degree (Master’s or equivalent) in a relevant field such as economics, labour law, public administration, industrial relations, or political science is required. A first-level university degree (Bachelor’s or equivalent) may be accepted if accompanied by additional relevant experience.

Experience:
At least seven years of experience in workers’ activities, particularly at the international level, is required. Candidates should have experience dealing with issues related to workers’ organizations and trade unions, demonstrating a strong background in policy formulation and implementation.

Languages:
Excellent command of English is mandatory, along with a working knowledge of French. Proficiency in additional languages may be considered an asset.
