Job Overview:
The Administrative Officer position is located in the Industry and Economy Division, Administration Unit, at the Nairobi duty station. The incumbent will be responsible for advising and supporting the Heads of Units in the management of resources, including forecasting financial requirements, monitoring budget implementation, and assisting with fundraising and co-financing guidelines. The role also involves leading and coordinating financial and human resources aspects in the preparation and implementation of the programme of work and budget. The Administrative Officer will oversee the preparation and revision of Units projects, monitor financial reporting of implementing partners, and provide expert advice on financial regulations and procedures. Additionally, the position requires general administrative assistance, including developing and implementing procedures, supervising administrative support staff, and analyzing data to identify trends for decision-making.

Duties and Responsibilities:
1) Budget and Finance: Advise and support Heads of Units in resource management, including forecasting financial requirements, monitoring budget implementation, assisting with fundraising, and acting as a focal point for audits. 2) Programme Management: Lead and coordinate financial and human resources aspects in programme preparation and implementation, oversee project preparation and revision, assist staff in monitoring projects, and provide guidance on legal documents and financial instruments. 3) General Administration: Develop and implement administrative procedures, supervise support staff, analyze data for insights, and perform other related duties as required.

Required Qualifications:
Candidates must possess knowledge of administrative, budgetary, financial, and human resources policies and procedures. They should have the ability to apply various United Nations administrative rules and regulations, work independently, and possess analytical skills for research and analysis. Candidates should demonstrate professionalism, accountability, and client orientation in their work.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in business or public administration, finance, accounting, or a related area is required. A first-level university degree combined with two years of relevant work experience may be accepted in lieu of the advanced degree. Successful completion of degree and non-degree programs in data analytics, business analytics, or data science is desirable.

Experience:
A minimum of five years of progressively responsible experience in fund management of project implementation covering the full project cycle is required. Experience working with the United Nations or similar international organizations is essential, along with a minimum of two years of progressive managerial experience. Desirable experience includes working at the interface of programme and finance functions, using ERP systems for budget monitoring, and process improvement in administrative and financial workflows.

Languages:
English is required for this position, with a minimum proficiency of UN Level II in reading, writing, listening, and speaking. French is desirable, also requiring UN Level II proficiency in the same areas.

The appointment is for an initial period of one year and may be subject to extension based on the continued existence of the mandate and availability of funding.
