Job Overview:
The Technical Advisor III for EurAsia Resilient Homes and Communities plays a pivotal role in advancing CRS's programs aimed at enhancing resilience in housing and communities across the EurAsia region. This position involves close collaboration with country programs, regional leadership, and various stakeholders to develop and implement effective strategies that align with CRS's humanitarian, recovery, and development objectives. The advisor is responsible for leading resource mobilization efforts, establishing strategic partnerships, and ensuring high-quality programming that adheres to organizational standards and donor guidelines. The role requires a deep understanding of systems change and systems strengthening, as well as the ability to facilitate cross-learning and contextualize agency guidance to enhance program impact. The advisor will also coordinate evidence generation and sharing to support strategic learning priorities, ensuring that CRS remains a leader in the sector.

Duties and Responsibilities:
The Technical Advisor III will undertake a variety of responsibilities, including but not limited to:
  • Leading the development of the CRS EurAsia resilient housing and communities program strategy, ensuring alignment with agency priorities and values.
  • Facilitating stakeholder engagement in strategy development and communication.
  • Supporting country teams in designing resilient housing and community programs that achieve scalable impact through systems-based approaches.
  • Establishing a resource mobilization plan for top-tier funders, researching and analyzing new business opportunities, and generating new funding opportunities through strategic partnerships.
  • Ensuring the application of best practices and standards in project management, promoting evidence-based decision-making, and supporting country teams in developing clear implementation strategies.
  • Leveraging existing results and partnerships to position CRS as a leader in resilient housing and community approaches, representing the organization to donors and stakeholders.
  • Collaborating with communications teams to develop effective communication strategies and materials that showcase CRS's strategic priorities and learning.

Required Qualifications:
Candidates must possess a degree in Architecture, Civil Engineering, Urban Planning, or a related field. A minimum of ten years of relevant international experience in an advisory role is required, with at least five years in emergency preparedness, response, and recovery programming. Candidates should have experience in resource mobilization, program monitoring, evaluation, and learning, as well as skills in networking and engaging with various stakeholders, including peer organizations and private sector actors. A strong understanding of public-private partnership principles and familiarity with a broad range of public and private donors is essential. Candidates should also demonstrate strong communication and presentation skills, with the ability to develop tailored messaging for diverse audiences.

Educational Background:
The position requires a degree in a relevant field such as Architecture, Civil Engineering, or Urban Planning. A Master's degree in International Relations, Development Studies, or a related field is preferred. Technical and academic publications are highly desirable, indicating a strong foundation in the relevant disciplines.

Experience:
The ideal candidate should have a minimum of ten years of relevant international working experience, with progressive responsibilities in an advisory capacity. This experience should ideally be with an international NGO, focusing on emergency preparedness, response, and recovery programming. Candidates should demonstrate a track record of successful business development activities and resource mobilization in humanitarian shelter and settlement programming.

Languages:
Fluency in English is mandatory for this position. Additional language skills may be considered an asset, particularly those relevant to the regions in which CRS operates.

Additional Notes:
This position is remote, with expected travel up to 40%. The role does not have supervisory responsibilities.
