Job Overview: The Monitoring and Evaluation (M&E) Program Officer will play a crucial role in supporting the design, implementation, and continuous improvement of M&E systems for Project iLIFT, which focuses on integrated lung health initiatives in Korba district, Chhattisgarh. This position requires a highly motivated individual with strong analytical skills to consolidate and analyze data from various sources, including community health camps and facility records. The M&E Officer will transform complex data into clear, actionable insights to support program management, learning, and reporting. The role involves close collaboration with program teams, field staff, and government counterparts, and will be based at the implementation site in Korba, reporting to both the Medical Officer and the Project Lead. The successful candidate will be instrumental in ensuring that the project meets its objectives and contributes to the overall health system strengthening in the region.
Duties and Responsibilities:
Monitoring, Data Management and Analysis: The M&E Officer will be responsible for collating, cleaning, consolidating, and managing high-volume data from multiple program sources, including community camps and facility managementinformation systems (MIS). They will perform routine and ad-hoc quantitative and qualitative analyses to monitor key performance indicators (KPIs) related to screening coverage, diagnostic yield, referral completion, treatment outcomes, and equity across TB, COPD/Asthma, and non-communicable diseases (NCDs). Additionally, the officer will design, update, and maintain interactive dashboards and performance trackers using tools like Excel or Power BI for real-time insights and stakeholder reporting.
Reporting and Knowledge Products: The officer will lead the preparation of high-quality monthly and quarterly monitoring reports, donor updates, and government presentations. They will develop concise technical briefs, fact sheets, data summaries, and case studies that translate project findings into actionable insights for program improvement. Documenting best practices and implementation lessons will also be a key responsibility to support state-level integration and replication.
Program Support and Field Engagement: The M&E Officer will collaborate with field teams to identify and resolve data quality gaps and operational bottlenecks. Regular field visits to health camps, facilities, and district offices will be conducted to validate data, gather qualitative insights, and strengthen feedback mechanisms. The officer will also build the capacity of field staff through targeted training on data collection tools and reporting formats.
Cross-functional Collaboration: The M&E Officer will align M&E indicators, data flows, and reporting timelines with technical, operations, and digital health teams. They will contribute to adaptive learning processes by highlighting trends, risks, and opportunities for course correction, and undertake additional analytical or documentation tasks as required by the project.
Required Qualifications: The ideal candidate will possess a Bachelor’s degree in Public Health, Statistics, Economics, Life Sciences, Social Sciences, or a related field, with a minimum of 2 years of relevant professional experience. Alternatively, a Master’s degree in a related field with at least 1 year of relevant experience is acceptable. Candidates should have experience working with large datasets, routine program data, or field-generated data. Prior experience in donor-funded or government-supported health programs, particularly in TB and lung health-related diseases, is preferred. Familiarity with developing dashboards and visualizations, as well as supporting government or NGO reporting, is also advantageous. Strong analytical and problem-solving skills, attention to detail, and proficiency in Microsoft Excel, Word, and PowerPoint are essential. The ability to synthesize data into clear narratives for diverse audiences, along with strong written and verbal communication skills in English, is required. Candidates should be able to work independently in fast-paced, unstructured environments while collaborating across teams and be willing to travel frequently to camp locations, particularly in rural and resource-constrained settings.
Educational Background: Candidates must have a Bachelor’s degree in Public Health, Statistics, Economics, Life Sciences, Social Sciences, or a related field. A Master’s degree in a related field is preferred, especially for those with less professional experience. The educational background should provide a solid foundation in data analysis, public health principles, and program evaluation methodologies, equipping the candidate with the necessary skills to effectively contribute to the M&E efforts of the project.
Experience: The position requires a minimum of 2 years of relevant professional experience for candidates with a Bachelor’s degree, or at least 1 year of relevant experience for those with a Master’s degree. Experience should include working with large datasets, routine program data, or field-generated data, with a preference for candidates who have previously worked in donor-funded or government-supported health programs, particularly in areas related to TB and lung health. Familiarity with data visualization and reporting in a health context is also beneficial.
Languages: Proficiency in English is mandatory, with strong written and verbal communication skills required to effectively convey complex data insights to diverse audiences. Knowledge of additional local languages may be advantageous, particularly for engaging with community members and stakeholders in the field.
