Job Overview: The Resident Coordinator (RC) serves as the highest-ranking representative of the United Nations development system at the country level, responsible for leading the UN country teams and ensuring accountability for the implementation of the UN Sustainable Development Cooperation Framework. Duties and Responsibilities: The Resident Coordinator's responsibilities include representing the UN at high levels of government, leading the UN country team in developing and monitoring the UN Cooperation Framework, coordinating system-wide support to the government, and promoting the UN's fundamental values. The RC is tasked with fostering strategic partnerships, advancing regional collaboration, and ensuring alignment of UN efforts with national priorities. The role also involves managing country financing instruments, leading communication strategies, and overseeing security coordination. The RC must facilitate collaboration among UN entities, manage risks, and ensure effective humanitarian response when necessary. Additionally, the RC is responsible for promoting staff learning and implementing policies related to sexual exploitation and abuse prevention.
Required Qualifications: Candidates must possess a Master's degree or equivalent postgraduate qualification in fields such as development studies, international relations, political science, or social sciences. A first-level university degree with relevant experience may be accepted in lieu of an advanced degree. The position requires over 15 years of substantive experience in leadership roles at the international level, including five years in development, human rights, or humanitarian work at the country level. Previous experience as a Resident Coordinator is required, along with senior-level inter-agency coordination experience. Candidates should have solid experience in managing multi-sectoral humanitarian operations and engaging with senior government officials and diplomats.
Educational Background: A Master's degree or equivalent postgraduate qualification in development studies, international relations, political science, economics, social sciences, human rights, law, or closely related fields is required. Alternatively, a first-level university degree with a relevant combination of academic qualifications and experience may be accepted in lieu of an advanced degree.
Experience: Candidates must have over 15 years of substantive experience in leadership roles at the international level, including five years of cumulative experience in development, human rights, rule of law, peace-building, or humanitarian work at the country level outside of their own country. Previous experience as a Resident Coordinator is essential, and senior-level inter-agency coordination experience may be considered in lieu of RC experience. Candidates should also have solid experience in coordinating with multiple stakeholders and managing humanitarian assistance operations.
Languages: English and Portuguese are the mandatory working languages for this position. Proficiency in English is required at UN Level III for reading, writing, listening, and speaking. Proficiency in Portuguese is also required at UN Level III for all language skills. Familiarity with French is considered an asset but is not mandatory.
