Job Overview: The Procurement Officer position at FHI 360 is integral to the EpiC MNCH project, which aims to enhance maternal, neonatal, and child health outcomes in the provinces of Nampula and Zambezia. The officer will oversee the procurement process, ensuring that goods and services are acquired efficiently and in compliance with applicable laws and organizational policies. This role involves managing the procurement cycle from requisition to delivery, maintaining procurement trackers, and ensuring timely delivery of goods and services. The officer will also be responsible for analyzing and interpreting contractual documents, tenders, and Requests for Proposals (RFPs) to ensure compliance and suitability. The position requires a proactive approach to engage with project staff and maintain effective relationships with suppliers and service providers, ensuring that procurement processes are transparent and accountable.
Duties and Responsibilities: The Procurement Officer will lead the procurement process by reviewing and processing purchase requisitions, ensuring timely delivery of goods and services. Responsibilities include participating in supplier selection processes, requesting quotations, negotiating competitive pricing, and preparing formal procurement documentation such as bid comparative analyses and purchase requisitions. The officer will update procurement trackers and maintain proper filing and archiving of procurement documents to comply with audit requirements. Conducting negotiations of contracts and agreements to protect the organization’s interests and provide best value to the project is essential. The officer will also prepare routine contracts for the supply of goods and services, submit invoices for payment processing, and prepare monthly procurement activity reports. Additionally, the officer will review and evaluate supplier performance, track deliveries, and coordinate with suppliers regarding contractual obligations, while maintaining appropriate documentation for accountability and audit purposes.
Required Qualifications: Candidates must possess a Bachelor's degree in business administration, Supply Chain Management, Procurement, or a related field. A professional certification in procurement, such as CIPS, is considered an added advantage. Knowledge of U.S. Government/DOS rules and regulations and experience applying donor procurement requirements are essential. Candidates should have 3 to 5 years of relevant experience in procurement, particularly with an INGO or international organization. Strong analytical, negotiation, and relationship management skills are required, along with excellent written and verbal communication abilities. Proficiency in Microsoft Office applications (Word, Excel, PowerPoint, Outlook) is necessary, as is the ability to work independently and manage high-volume workflows under tight deadlines.
