Job Overview:
The Technical Support Assistant (Agriculture Value Chains) plays a crucial role in supporting the effective operations and implementation of the PEARL project, which aims to enhance climate resilience among farmers and local communities in the Northern Tonle Sap Basin. This position involves working closely with various stakeholders, including government counterparts and technical specialists, to ensure that project activities are executed efficiently. The assistant will be responsible for a range of tasks that include procurement, logistics, human resources, finance, and operations, all aimed at facilitating the smooth running of the project. The role requires a proactive approach to problem-solving and the ability to work collaboratively in a multi-stakeholder environment.

Duties and Responsibilities:
The Technical Support Assistant will have a diverse set of responsibilities, including but not limited to: assisting in the preparation of procurement plans and managing procurement actions; drafting specifications and liaising with the Procurement Unit; providing front-line support for project personnel on procurement matters; arranging travel logistics for staff and non-staff travelers; organizing workshops and meetings; maintaining filing and archive systems; assisting in HR planning and recruitment processes; reviewing payment requests and ensuring compliance with FAO regulations; supporting project managers in developing work plans; monitoring project budgets; and coordinating the production of progress reports. The assistant will also perform other duties as required to support the project's objectives.

Required Qualifications:
Candidates must possess a university degree in public or business administration, accounting and finance, or related fields. A minimum of five years of relevant experience in project or program management, administration, finance, and operations is required. Additionally, candidates must have a working knowledge of English and fluency in Khmer, as well as being a national of Cambodia. Familiarity with UN administrative and operational procedures is considered an asset, along with proficiency in relevant computer applications such as MS Office.

Educational Background:
The position requires a university degree in a relevant field such as public or business administration, accounting, finance, or other related disciplines. Candidates should ensure that their educational qualifications are recognized by the World Higher Education Database (WHED).

Experience:
The ideal candidate should have at least five years of relevant experience in project or program management, administration, finance, and operations. This experience should include supporting multi-stakeholder projects and working in collaboration with various partners, including UN agencies and NGOs.

Languages:
Fluency in Khmer is mandatory, and a working knowledge of English is also required. Proficiency in additional languages may be considered an asset but is not mandatory for this position.
