Job Overview:
The Technical Specialist (Coordination, Partnership and Reporting) plays a crucial role in the implementation of the Public-Social-Private Partnerships for Ecologically-Sound Agriculture and Resilient Livelihood in Northern Tonle Sap Basin (PEARL) project, which is a six-year initiative funded by the Green Climate Fund. This position involves facilitating and coordinating the day-to-day activities of the PEARL project, ensuring effective communication and collaboration among various stakeholders including the Ministry of Agriculture, Forestry and Fisheries (MAFF), the Ministry of Environment (MoE), and other partners. The specialist will be responsible for supporting the strengthening of institutional partnerships, overseeing the preparation of technical reports, and providing operational and technical support to ensure that project activities are implemented effectively and in line with approved workplans and expected results. The role requires a proactive approach to identifying and addressing implementation challenges and ensuring that project deliverables are met on time and to the required standards.

Duties and Responsibilities:
The Technical Specialist will have a wide range of responsibilities including: acting as the primary coordination focal point for PEARL activities; supporting the planning and organization of project implementation; coordinating with technical departments and provincial offices; tracking implementation progress against workplans; identifying bottlenecks and facilitating corrective actions; participating in coordination meetings; preparing and updating workplans; assisting in budgeting and activity scheduling; tracking project indicators; compiling progress reports; coordinating with monitoring and evaluation staff; supporting co-financing tracking; coordinating inputs from affiliate personnel and service providers; drafting official correspondence; reviewing documents for completeness; preparing materials for leadership; ensuring compliance with environmental and social safeguards; and performing any other relevant tasks as assigned by the Senior Project Officer and project coordinators.

Required Qualifications:
Candidates must possess a university degree in agriculture and rural development, development management, economics, agribusiness, or related fields. They should have at least five years of relevant experience in coordinating and implementing development projects, particularly with government institutions, NGOs, or UN agencies. Experience with UN-funded or donor-funded projects is considered an asset. A working knowledge of English and fluency in Khmer are mandatory, and candidates must be nationals of Cambodia.

Educational Background:
The position requires a university degree in a relevant field such as agriculture, rural development, development management, economics, or agribusiness. Candidates should have their qualifications recognized by institutions accredited in the World Higher Education Database (WHED).

Experience:
A minimum of five years of relevant experience in project coordination and implementation is required. Candidates should have experience working with government institutions, NGOs, or UN agencies, particularly in the context of development projects. Familiarity with UN-funded or donor-funded projects is advantageous, as is experience in monitoring and evaluation, reporting, and project management.

Languages:
Fluency in Khmer is mandatory, and candidates must have a working knowledge of English. Additional language skills may be beneficial but are not specified as mandatory.
