Job Overview:
The Project Analyst position is integral to the Cambodia Resident Mission (CARM) within the Southeast Asia Department (SERD) of ADB. The role involves providing statistical and analytical support for the management of the project portfolio, which includes loans, grants, and technical assistance. The Project Analyst will be responsible for maintaining databases, analyzing performance data, and generating reports that facilitate portfolio performance monitoring and country portfolio reviews. This position requires a proactive approach to project implementation monitoring, where the analyst will assist Project Officers in tracking progress against targets, identifying shortfalls, and engaging with executing agencies to address issues. Additionally, the role encompasses financial management support, ensuring compliance with financial agreements, and advising on operational procedures. The Project Analyst will also contribute to project documentation and knowledge management, which includes preparing project administration manuals and reports.

Duties and Responsibilities:
The duties and responsibilities of the Project Analyst include:
  • Portfolio Data Management and Reporting: Maintain and manage databases for Cambodia's project and sector portfolio using ADB systems; collect, analyze, and consolidate portfolio data; generate reports for performance monitoring; respond to information requests from colleagues; organize project files for easy access.
  • Project Implementation Monitoring and Support: Assist Project Officers in tracking implementation progress; identify and analyze shortfalls; participate in project missions; support data collection and compliance with loan covenants.
  • Financial Management and Compliance Support: Review audited financial statements; ensure compliance with financial agreements; guide Executing Agencies on follow-up actions; process withdrawal applications and manage procurement contracts.
  • Operational Procedures and Advisory Support: Advise on applicable rules and procedures; support Executing Agencies in understanding ADB's processes.
  • Project Documentation and Knowledge Support: Contribute to project administration manuals; assist in preparing project-related reports and documentation.

Required Qualifications:
Candidates must possess a Bachelor's degree in business management, economics, financial management, or a related field. A minimum of 5 years of relevant work experience is required, with preference given to those with experience in international agencies and certification in Procurement Accreditation Skills Scheme (PASS). Candidates should demonstrate a strong understanding of ADB's operational processes and procedures or those of similar international organizations. The ability to conduct background research, analyze data, and prepare comprehensive reports is essential. Proficiency in Microsoft Office applications and database management is required, along with strong collaborative skills and the ability to establish productive relationships with government officials and donor agencies. Excellent verbal and written communication skills in English are mandatory.

Educational Background:
The educational background required for this position includes a Bachelor's degree in business management, economics, financial management, or a related field. Experience:
The position requires at least 5 years of relevant work experience. Additional Notes:
This position is a local staff role, open only to nationals and permanent residents of Cambodia. It is a fixed-term appointment with the possibility of renewal, initially for a period of up to 3 years, or until the Normal Retirement Date (NRD), whichever comes first. ADB may choose to renew the appointment based on various factors, including the staff's performance and the ongoing needs of the organization.
