Job Overview: The Evaluation Consultant will be responsible for delivering an independent and high-quality final evaluation of the United Nations Sustainable Development Cooperation Framework (UNSDCF) for the period 2023–2027 in Montenegro. This role requires providing evidence-based findings, conclusions, and actionable recommendations that will inform the UN's strategic positioning, future programming, and accountability to national stakeholders. The consultant will work closely with the Evaluation Management Group (EMG) and the UN Country Team, ensuring that the evaluation adheres to the UNEG Norms and Standards. The consultant will also engage with various stakeholders, including government entities, UN agencies, development partners, and civil society, to ensure a comprehensive evaluation process that integrates principles of gender equality, human rights, and inclusivity.
Duties and Responsibilities: The Evaluation Consultant will undertake several key duties and responsibilities, including:
Designing and implementing the evaluation in accordance with UNEG Norms and Standards, ensuring methodological rigor and ethical compliance.
Conducting a comprehensive desk review of relevant documentation, including the UNSDCF, CCAs, annual UN Country Results Reports, joint work plans, evaluations, and national statistics.
Developing an Inception Report that outlines the evaluation design, methodology, sampling strategy, data collection tools, and workplan.
Collecting and analyzing qualitative and quantitative data through interviews, focus group discussions, and field visits, ensuring meaningful engagement of all relevant stakeholders.
Assessing the relevance, effectiveness, efficiency, coherence, coordination, sustainability, and impact orientation of the UNSDCF, with a focus on gender equality and inclusion.
Analyzing the UN system's collective contribution to national development results and policy changes.
Preparing and presenting preliminary findings to the UN Country Team and key stakeholders, incorporating feedback as necessary.
Drafting a high-quality final evaluation report that includes clear findings, conclusions, and actionable recommendations.
Supporting the validation of findings through stakeholder workshops and finalizing all evaluation deliverables in accordance with quality assurance processes and timelines.
Required Qualifications: The position requires a Master's degree in a relevant field such as international development, law, economics, political science, governance, social sciences, or a related discipline. Additionally, candidates must have at least 10 years of working experience in the evaluation of strategic documents for UN or other international organizations. Proven experience as an evaluation team leader is essential, and experience with UN agency country programs is desirable. Regional expertise in the Western Balkans is also considered an asset.
Educational Background: Candidates must possess a Master's degree in a relevant field, which may include international development, law, economics, political science, governance, social sciences, or a related area. This educational background is crucial for understanding the complexities of international development and evaluation processes.
Experience: The position requires a minimum of 10 years of relevant working experience, specifically in the evaluation of strategic documents for UN or other international organizations. Candidates should have a proven track record as an evaluation team leader, demonstrating their ability to manage and execute evaluations effectively. Experience with UN agency country programs is desirable, as is regional expertise in the Western Balkans.
Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the UN. Knowledge of the Montenegrin language will be considered a significant asset, as it may facilitate better engagement with local stakeholders and enhance the evaluation process.
Additional Notes: The evaluation assignment is expected to last for 7 months, with the consultant working from home and traveling to Montenegro as required for the assignment, estimated at 5 working days. Candidates are required to submit their financial offer along with their application, which should include the costs of travel to and from Montenegro for the duration of the assignment.
