Job Overview:
The Programme Manager position within the OSCE Mission to Montenegro is a senior role that involves overseeing the Security Co-operation and Governance Programme. This position requires a strategic approach to managing the development and functioning of rule of law and law enforcement institutions. The Programme Manager will be responsible for annual strategic planning, budgeting, monitoring, evaluation, and administration of the programme. The role demands a high level of expertise in criminal justice and law enforcement, as well as the ability to provide advice and assistance to relevant ministries and institutions. The Programme Manager will also represent the OSCE in various forums, liaising with senior officials, international organizations, and civil society to ensure effective cooperation and information exchange. This position requires strong leadership skills, the ability to manage a diverse team, and a commitment to promoting democratic governance and security sector reform.

Duties and Responsibilities:
The duties and responsibilities of the Programme Manager include:
  • Managing the Security Co-operation and Governance Programme, including strategic planning, budgeting, monitoring, and evaluation.
  • Leading and managing the performance of the programme’s staff.
  • Providing expert advice to ministries and law enforcement institutions to support sustainable security sector reform.
  • Advising the Head of Mission and Deputy Head of Mission on programme implementation and future planning.
  • Representing the OSCE in meetings with senior officials and stakeholders to foster cooperation.
  • Facilitating internal communication and coordination among different mission programmes.
  • Preparing speeches, policy papers, and briefing materials, ensuring quality control.
  • Performing other duties as required to support the mission's objectives.

Required Qualifications:
Candidates must possess a first-level university degree in security studies or law, along with significant work experience in criminal justice or law enforcement. They should have a minimum of six years of relevant professional experience, demonstrating strong management, organizational, and analytical skills. Candidates must also have proven experience in reform processes related to justice and security sectors, as well as in policy formulation and project management. Strong interpersonal skills and the ability to work in a multicultural environment are essential.

Educational Background:
The educational background required for this position includes a first-level university degree in security studies or law, which is essential for understanding the complexities of criminal justice and law enforcement. Additional qualifications or certifications in related fields may be advantageous, but the primary requirement is a relevant degree that supports the responsibilities of the role.

Experience:
The position requires a minimum of six years of relevant professional experience in the fields of criminal justice, law enforcement, or security sector reform. Candidates should have a proven track record of managing programmes and personnel, as well as experience in liaising with various stakeholders, including government officials and international organizations. Previous international work experience, particularly in field operations, is highly desirable.

Languages:
Professional fluency in English, both oral and written, is mandatory for this position. Knowledge of additional languages, particularly those relevant to the region or local languages, is considered an asset and may enhance a candidate's suitability for the role.

This position is classified as a senior professional role and is offered on a fixed-term basis under an international secondment contract.
